Book excerpt: El objetivo principal de este libro es el de contribuir a la difusión de los contenidos principales de la disciplina del Derecho Internacional Público. Estamos ante una obra introductoria sobre los principales ámbitos temáticos de la especialidad del Derecho de Gentes. El autor analiza en su libro los principales caracteres de la Sociedad Internacional Contemporánea y de la Comunidad Internacional y su ordenamiento jurídico. El libro presta especial consideración a los principales sujetos del Derecho Internacional. Por ello, el autor estudia el Estado como sujeto relevante a nivel jurídico internacional, abordando sus elementos constitutivos, así como los ámbitos de la creación de Estados, y el reconocimiento de Estados y de Gobiernos. Asimismo, en el libro se analiza el campo temático de la jurisdicción del Estado soberano y sus inmunidades. En el terreno de los sujetos del Derecho Internacional, tiene especial tratamiento en el libro el estudio de las Organizaciones Internacionales, los pueblos como titulares del derecho a la libre autodeterminación, así como la subjetividad internacional del individuo. Por lo que respecta al análisis de las fuentes del Derecho Internacional Público, el libro aborda tanto la Costumbre Internacional como los Tratados Internacionales. Asimismo, en cuanto a otros procedimientos de creación del Derecho Internacional, el autor estudia el ámbito de los actos jurídicos unilaterales, las resoluciones de las Organizaciones Internacionales, los principios generales del Derecho y los medios auxiliares de determinación de las normas. Un tema prioritario del Derecho Internacional Público es el referido a las garantías internacional del cumplimiento de las normas jurídico internacionales. Por ello, el libro trata de los controles internacionales en la materia. Además, se aborda también el Derecho de la responsabilidad internacional del Estado y de otros sujetos del Derecho Internacional, así como el ámbito específico de la responsabilidad internacional penal del individuo por comisión de delicta iuris gentium. Asimismo, en este libro introductorio al Derecho Internacional Público, el autor ha considerado oportuno tratar el tema de la aplicación coercitiva del Derecho Internacional. El libro también aborda las relaciones entre el Derecho Internacional y los ordenamientos jurídicos internos de los Estados, abordándose el tema de la jerarquía de las normas internacionales y de la aplicación en España del Derecho Internacional. Otros temas relevantes contenidos en este Estudio introductorio al Derecho Internacional Público, son, entre otros, el análisis del régimen jurídico internacional de los espacios marinos y de los espacios aéreo, ultraterrestre y de los espacios polares. Por último, el autor aborda en esta Breve introducción a la disciplina del Derecho Internacional Público los principales contenidos del Derecho Diplomático y Consular. En definitiva, el presente libro tiene, eminentemente, una finalidad didáctica en el conocimiento de los principales pilares de la disciplina del Derecho Internacional Público. Por ello, esta obra va dirigida, principalmente, al ámbito académico universitario, en el marco del desarrollo de tal disciplina en los Grados universitarios de Derecho y ciencias conexas en el área de las Ciencias Sociales y Jurídicas. No obstante, otro de los objetivos principales que el autor ha considerado a la hora de realizar el libro, se concreta en difundir al público en general las señas de identidad y vectores claves de la disciplina del Derecho Internacional Público.
