Book excerpt: The purpose of this study was to examine factors that impact the implementation of Response to Intervention (RTI) as reported by teachers and principals. A non-experimental research survey design was used. Section one and two of the survey consisted of demographic information. Section three consisted of the research questions. The five components of RTI (universal screening, tiered instruction, scientific based instruction, progress monitoring, and data analysis) were the independent variables in this study. The dependent variables in this study were the factors (knowledge, implementation, materials, and time) that impact the implementation of the RTI process on campus. The participants were asked about their levels of knowledge, level of campus implementation, availability of materials, and the amount of time needed to effectively implement the components of RTI, universal screening, tiered instruction, scientific based instruction, progress monitoring, and data analysis. The sample for the study consisted of 29 elementary teachers and 15 elementary principals in a North Central Texas urban school district. Findings from the study indicated that teachers’ overall level of knowledge, level of campus implementation, and materials of universal screening, tiered instruction, scientific based instruction, progress monitoring, and data analysis were slightly less in comparison to principals. Overall, both teachers and principals reported having less time to implement universal screening, tiered instruction, scientific based instruction, progress monitoring, and data analysis. Additional data indicated teachers and principals were most confident in data analysis implementation and least confident in scientific based instruction.

This study employed a qualitative research methodology to investigate the perspectives of four rural elementary school principals concerning the decision-making processes they use as they engage in special education programming in their schools. Data were collected through in-depth interviews, observations at the school sites, and analysis of special education-related documents. The interviews addressed three research questions: (a) How do rural elementary school principals describe their decision-making related to special education programming? (b) What factors do rural elementary school principals report as influencing their implementation of their schools' special education programs? and (c) How do rural elementary school principals describe their professional development needs related to special education programming? Findings indicated principals utilized a specific decision-making model. The principals' decisions were influenced by uncontrollable systemic factors of student enrollment, Response to Intervention implementation, and the rural environment. Special education teachers played key roles in the principals' decision-making processes related to special education programming. Principals' decision-making was also influenced by personal experiences, core values, and their leadership role. These principals' visions for their schools, relationships, resources, and change were influential factors. Principals also identified their professional development needs in the areas of collaboration, finance, legal updates, and technology.

RTI is flexible in design and allows school districts to use available resources to carry out the RTI process. Elementary teachers are responsible for much of the RTI process including conducting interventions and monitoring academic progress. However, elementary principals also collaborate with teachers in the RTI process. The purposes of this study were to conduct a qualitative investigation of factors perceived by teachers and school administration to act as barriers or facilitators of a) RTI implementation and the b) use of RTI to make SLD referrals at each of the three RTI tiers. In fall 2012, this study used the qualitative design of grounded theory to guide data collection regarding the perceptions of elementary teachers and principals. The study included a total of six general education teachers, three special education teachers, and two school principals (n=11) from five elementary schools, within a single school district, that had begun RTI implementation two years prior to data collection. Data collection included individual interviews, critical incident reports, and field notes that were coded to develop themes within the data and sequentially construct a theory that enabled better understanding of collected data. In summary, from collected data, five main themes emerged for both barriers and facilitators: district and school administrative leadership, school values and attitude, support for RTI practices and procedures, training and teacher characteristics, and problem-solving and holistic approach.

Book excerpt: The purpose of this qualitative study was to examine the perceptions and concerns of elementary teachers and principals toward the implementation of a school-wide positive behavior support (SWPBS) innovation. In addition, the study explored the factors that elementary teachers and principals perceived positively or negatively influenced the implementation and sustainability of SWPBS. The study was conducted in three elementary schools in two school districts in southeastern Pennsylvania. A total of sixty-three elementary teachers and three principals participated in the study by completing two online survey instruments. The researcher also interviewed some of the participants to gain additional knowledge about the implementation of SWPBS. The results of the study indicated that many of the elementary teachers reported having concerns related to the implementation of SWPBS and how it affects them personally and professionally. The specific concerns varied depending upon the participant's knowledge, use, and experience with implementing SWPBS; however, the data revealed that both teachers and principals are concerned with the management of SWPBS in terms of time, effort, and data collection responsibilities. Furthermore, the results suggested that the perceptions and concerns of elementary teachers and principals toward SWPBS can have a significant impact on the implementation and sustainability of this innovation.
