Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the deployment of electronic toll collection (ETC) and develops a model to maximize social welfare associated with a toll plaza. A payment choice model estimates the share of traffic using ETC as a function of delay, price, and a fixed cost of acquiring the in-vehicle transponder. Delay in turn depends on the relative number of ETC and Manual Collection Lanes. Price depends on the discount given to users of the ETC Lanes. The fixed cost of acquiring the transponder (not simply a monetary cost, but also the effort involved in signing up for the program) is a key factor in the model. Once a traveler acquires the transponder, the cost of choosing ETC in the future declines significantly. Welfare depends on the market share of ETC, and includes delay and gasoline consumption, toll collection costs, and social costs such as air pollution. This work examines the best combination of ETC Lanes and toll discount to maximize welfare. Too many ETC lanes cause excessive delay to non-equipped users. Too high a discount costs the highway agency revenue needed to operate the facility. The model is applied to California's Carquinez Bridge, and recommendations are made concerning the number of dedicated ETC lanes and the appropriate ETC discount.

Table T-1 contains information such as the name, financing or operating authority, location and termini, feature crossed, length, and road system for toll roads, bridges, tunnels, and ferries that connect highways. Parts 1 and 3 include the Interstate System route numbers for toll facilities located on the Dwight D. Eisenhower National System of Interstate and Defense Highways; Parts 2 and 4 include a functional system identification code for non-Interstate System toll bridges, roads, and tunnels; Part 5 includes vehicular toll ferries. Table T-2 contains a list of those projects under serious consideration as toll facilities, awaiting completion of financing arrangements, or proposed as new toll facilities that are being studied for financial and operational feasibility.

The German expressway system has an overall length of approximately 25.000 kilometers (both directions) and therewith is the longest system in Europe. Overall 1.2 million trucks use the German expressways and cover a total distance of 22.7 trillion kilometers every year. The preservation and further expansion of this system is an important leverage of development for Germany and Europe as a whole. The costs for road construction and maintenance have been rising directly proportional to the transit traffic. Since this burden was only carried by Germany's public, namely by the German citizens' taxes, the Federal Government launched a distance-based toll for all heavy goods vehicles with a total weight of 12 tons or more, driving on German expressways. This so-called "LKW Maut" came into effect on January 1st, 2005 and is a watershed in financing. For the first time the costs for maintenance are allocated to those who predominantly cause the abrasion. Politics call this a better and fairer financing of the infrastructure. One heavy truck stresses the streets 60.000-times more than a car. In addition this toll system leads to a higher transport efficiency, which can be seen in the fact that empty return trips went back from over ten to nine percent in 2005, respectively. Thereby it also has a positive effect on sustainability. The fee, each truck has to pay, is defined in accordance to the number of axles, the relating emissions class and the distance travelled. Political background of the toll is to shift freight traffic from the roads to railroad and waterways. Toll Collect GmbH has been responsible for developing a toll system in the name of the Federal Republic of Germany which united GPS technology for satellite-based positioning and GSM (Global System for Mobile Communications). Together with vehicle-installed On-Board Units the system is able to determine the exact position of the trucks and to calculate the toll amount automatically without any need for stops because of personal log-ons for the intended route.
