Book excerpt: Euroscientia Conferences, formerly "The European Science and Technology Forum" were created in 1994 by the European Commission in order to stimulate reflection and debate on science and technology on a European scale. To this aim, they provide a framework for conferences and studies on subjects related to historical, cultural, ethical, social, but also economic and political aspects of science and technology. The originality of the Euroscientia Conferences, when compared with other initiatives in this field, is to address the questions dealt with specifically within their European dimension: attention is concentrated on the particularity of the situation in the field concerned in Europe in comparison with other parts of the world; the differences between European countries and regions; the aspects related to the process of building Europe; the needs and possibilities of collaboration at European level, etc. Over the years, the European Union has developed its own research policy. Conceived in order to both supplement and support national research efforts, this policy is implemented through large collaborative research programmes co-ordinated within the so-called pluriannual "Research and Technological Development Framework Programmes". The basic principles of these programmes are: stimulating the creation of collaborative networks across Europe; supporting joint research projects associating universities, enterprises and research centres from different European countries; and promoting the mobility of researchers and exchanges. The main characteristic of the Fifth Framework Programme (1998-2002) is to focus the European research effort on a limited number of subject matters relating to the large social and economic needs, issues and challenges which the European Union is currently facing: employment and industrial competitiveness; problems related to public health, environment, transport and, in general, the quality of life of European citizens.

Book excerpt: On 27 May 2016, the Florence School of Regulation Communications and Media (FSR C & M) held its seventh Annual Conference. Following the adoption of the new Digital Agenda by the European Commission in May 2015, the event sought to look at 'Europe and the Others' to discuss whether the European Union has put in place the correct policies so as to seize the opportunities offered by the digital economy. The Conference was divided into three sessions, which dealt respectively with (i) experiences of other jurisdictions and the lessons to be drawn with respect to broadband deployment, the use of mobile technologies and data protection in the online world; (ii) risks and opportunities facing the European electronic communications sector in the near future and insights for reshaping and modernising European regulation; and (iii) challenges related to the Internet of Things (IoT) and online platforms. The event gathered different stakeholders together, which included representatives from National Regulatory Authorities (NRAs), international organisations, academia, and industry, as well as law and consulting firms. The diversity of views ensured a lively debate. While participants agreed on various issues, the discussion revealed the need for further research on those issues that have as yet not been sufficiently explored. This policy brief summarises the main points raised during the discussion and seeks to stimulate further debate.

After the European Commission adopted its proposed set of measures in November 2007, the European Parliament has shown an unprecedented interest in topics such as spectrum policy, functional separation of the incumbents' networks, the creation of a new European authority on telecoms, etc. After the successful experience of the first CEPS Task Force on "Policy Challenges for the Information Superhighway", which ended in June 2006, a new Task Force on "Achieving the Internal Market for e-communications" was launched by CEPS with the explicit aim to provide expertise to Members of the European Parliament in their reading of the proposed review. The Task Force was chaired by Magnus Lemmel, former Acting Director General at DG Enterprise, European Commission, and currently Senior Advisor at KREAB. This report summarises the results of the opinions that were expressed over five meetings, the last two of which took place inside the European Parliament. This highly influential report was drafted by Andrea Renda, Senior Research Fellow at CEPS.
