Book excerpt: "Radio frequency communications have been assigned and managed by spectrum since 1921 in the United States[1], and this has remained largely unchanged since then. Even today, the US Department of Commerce and FCC still discuss planned spectrum policy in terms of "needs, assignments, and allocations". This allocation method has allowed military programs and technologies to treat the electromagnetic spectrum (EMS) they're assigned as a space where operations are deconflicted, and interference is avoided or planned around, with varied results by program on how adversary jamming is planned for and mitigated. Our adversaries have used our allocation plans and policies as a blueprint for how to cripple us in a future war, where we have clearly laid out our plans for where, when, and how we will communicate between platforms and technologies. The EMS must be treated like any other domain of warfare, in the sense that we must give ourselves freedom to maneuver within it and avoid enemy jamming, civilian communications, and other interference. To do this, we must change how we allocate and use spectrum to give all technologies and platforms the greatest possible spectrum to operate within, and design our systems to accept and avoid interference, both from our own communications, and enemy attempts at jamming. This "spectrum agnostic" approach is possible, but requires a concerted effort to modernize our communication technology with Software Defined Radios (SDRs), and changes to how we plan and assign spectrum. Without a change to how the EMS is used and friendly communications within it are defended, the efforts to develop new weapons and technologies that rely on use of spectrum in Joint All Domain Warfare and the Air Force Air Battle Management System concepts are pointless."--Page [1].

Similarly, that same revolution continues to play a significant role is shaping military organizational structures worldwide. The primary contributors to this revolution were the exploitation of the electromagnetic spectrum (EMS) and the rapid growth of information availability made possible by rapid advances in affordable digital computing power. This paper seeks to examine current United States Air Force organizational constructs for electronic warfare (EW) and cyberspace operations to determine their effectiveness in preparing the Air Force for conflict over the next thirty years. A brief background of the EMS and cyberspace is provided to frame the discussion to follow. The relationship between cyberspace and the EMS is explained, with perceived and actual positions of the Army, Navy and Air Force discussed to show alternative thinking within the Department of Defense. The evolution of Air Force Electronic Warfare and Cyberspace Operations are both examined to provide context and frame discussion regarding why the Air Force chose to organize in its current manner. Future threats in cyberspace and the EMS are presented to show why these two environments will continue to grow in importance over the next three decades. Finally, recommendations offered focus on improving the state of EW in the Air Force, and strengthening the organizational relationship between cyberspace and EMS operations."--Abstract.

Military forces and other entities are dependent on the EMS to sense, communicate, strike, and dominate offensively and defensively across all warfighting domains. EW is essential for protecting friendly operations and denying adversary operations within the EMS."The term EW refers to military action involving the use of electromagnetic (EM) energy and directed energy (DE) to control the EMS or to attack the enemy". This is not limited to radio or radar frequencies but includes infrared (IR), visible, ultraviolet, and any other free-space electromagnetic radiation such as wireless cyberspace applications. EW is critical in gaining freedom of action within contested and congested environments. EW consists of three divisions: electromagnetic attack (EA), electromagnetic warfare support (ES), and electromagnetic protection (EP). All three contribute to operational success across the operational environment. Proper employment of EW capabilities produces the effects of detection, denial, deception, disruption, degradation, exploitation, destruction, and protection. The Marine Corps will blend the science of Network Centric Warfare (NCW) into its philosophy of maneuver warfare through distributed operations (DO). The technical and tactical focus of DO fails to capture the philosophical implications of the Corps' commitment to irregular warfare where victory at the moral level presents unique demands on a military. Additionally, the global explosion of the commercial IT market will have significant consequences for future Marine operations by expanding the potential audience for Information Operations and by providing future adversaries access to offensive and defensive information capabilities that will challenge America's historical information superiority. Unless the Marine Corps embraces a mind-set that seeks to aggressively manipulate the electromagnetic spectrum, the MAGTF will lose its self-sufficient freedom-of-action due to a dependency on outside services and organizations for information dominance. The Corps requires organic ground-, air-, and space-based systems capable of conducting EA, ES, and EP. It should focus on conducting tactical EA by cultivating a broad expertise, investing in tactical EW systems, and leveraging the vast array of nonorganic capabilities that will represent the majority of the Corps' EW effort. Marines must embrace EW institutionally such that the use of nonkinetic fires becomes as intuitive as the employment of kinetic fires. This mind-set will have the tangible effect of allowing Marines to dominate the EM spectrum to preserve the operational freedom-of-action that is demanded for forcible entry and DO.

Military operations are complicated by increasingly complex demands on the electromagnetic spectrum (EMS). All modern forces depend on the EMS. The EMS is a physical medium through which joint forces conduct operations. The importance of the EMS and its relationship to the operational capabilities is the key focus of joint electromagnetic spectrum management operations (JEMSMO). The EMS is a highly regulated and saturated natural resource. The EMS includes the full range of all possible frequencies of electromagnetic radiation. Joint electromagnetic spectrum operations (JEMSO) include all activities in military operations to successfully plan and execute joint or multinational operations in order to control the electromagnetic operational environment (EMOE). JEMSO is comprised of electronic warfare (EW) and JEMSMO and aims to exploit, attack, protect, and manage resources within the EMOE and resolve electromagnetic interference (EMI) in order to achieve the commander's objectives. JEMSMO is planning, coordinating, and managing joint use of the EMS through operational, engineering, and administrative procedures. The primary goal of JEMSMO is to enable EMS-dependent capabilities and systems to perform their functions in the intended environment without causing or suffering unacceptable interference. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective.
