Book excerpt: In common with international trends, both New Zealand (NZ) and Australia have substantially reformed the structure and regulatory regimes for their respective electricity industries. Deregulation and privatisation have been key elements of the reforms. The restructuring sought to create a competitive environment for the generation and supply of electricity which would encourage efficiency and result in competitive electricity prices. New Zealand and Queensland (Australia) have adopted different approaches to deregulation and privatisation, particularly in the degree of Government ownership of each sector of the industry. For example, in NZ the Government is the predominant owner of generation and retailing businesses, but there is no Government ownership in the distribution sector. In contrast, in Queensland, government controlled entities distribute electricity and private sector entities retail electricity. This study traces the link between structural and regulatory regimes and asset valuation, profits and, ultimately, pricing. The study finds that key drivers in recent price increases are the government-owned generation and retail sector in NZ and the government-owned distribution sector in Queensland.
