Accordingly, we believe that their ‘voice’ is important to maintain democratic and participatory values in planning electricity services. However, what is actually the voice of electricity users in Indonesia? Also, what can we learn from it when looking at the fitness of the electricity supply in Indonesia in the context of costs, reliability, and environmental aspects? This book presents the real experience of households, some of the grid users in Indonesia. Through a series of surveys in 2017, households in three cities in Western, Central, and Eastern Indonesia shared their experiences and preferences regarding their electricity supply. They offered their opinions about the stability and reliability of electricity supply, how they coped with blackouts, and what impacts power interruptions had on their daily lives. Because of the frequent power outages, the users started to think about the importance of having a back-up power generator at home. Given that Indonesia has high solar irradiance the whole year through, we also observed the users’ attitudes toward solar photovoltaic (PV) systems. The book starts with a brief introduction about Indonesia followed by the status and challenges of power supply in the country. Then, in the middle section, the users’ voices are presented. Finally, the potential of PV systems, as a promising solution to increasing electricity access and improving the reliability of electricity supply in this tropical country, is presented. We believe that this book provides useful information for the transition to the use of solar energy in energy systems in Indonesia, which is meant for academia, electric utility companies, PV system actors, policymakers, and of course, households in Indonesia.

Book excerpt: This report was prepared on the basis of the framework for collaboration established by the International Energy Agency (IEA) and the Ministry of Energy and Mineral Resources (MEMR) of Indonesia on the topic of power system enhancement and renewable energy integration, and in support of the implementation of the upcoming Presidential Decree on renewable energy. It is part of the assistance provided by the IEA towards Indonesia's efforts to reform its energy sector and is consistent with IEA's forthcoming Energy Sector Roadmap to Net Zero Emissions in Indonesia. The overarching objective of the assignment was to assist Indonesia in tackling short-term power system challenges, by achieving key targets such as reaching a 23% share of renewable energy in the national electricity mix by 2025 in a secure and affordable fashion, and by making grids progressively smarter. The assignment included the organisation of a number of workshops for Indonesian stakeholders and a techno-economic study performed by the IEA. It benefited from the support of the state-owned utility Perusahaan Listrik Negara (PLN). This public report summarises the information gathered from the workshops and presents the results of the study in a set of recommendations for Indonesia.

This live wire documents the lessons learned from the World Bank-funded Indonesia Rural Electrification projects in the 1990s. The projects used marketing conducted by nongovernmental organizations to increase energy sales, investment in equipment, and productive uses of electricity by rural residents. The projects were innovative in their emphasis on productive use as an explicit goal of rural electrification efforts and in their use of non-government organizations (NGOs) to achieve results that benefited both the utility and rural residents.
