Book excerpt: The Navy in January 2000 selected electric-drive propulsion technology for use on its planned next-generation DD-21 land-attack destroyer and is considering it for use on other kinds of Navy ships as well. Electric drive poses issues for Congress concerning its costs, benefits and risks, and how the technology should be integrated into the DD-21 program or other ship-acquisition programs. Several foreign countries are developing or using electric drive in commercial or naval ships. The U.S. Navy's electric-drive development effort centers on the Integrated Power System (IPS) program. Several private-sector firms in the United States are now pursuing electric drive for the U.S. Navy market. Electric drive offers significant anticipated benefits for U.S. Navy ships in terms of reducing ship life-cycle cost, increasing ship stealthiness, payload, survivability, and power available for non-propulsion uses, and taking advantage of a strong electrical power technological and industrial base. Potential disadvantages include higher nearterm costs, increased technical risk, increased system complexity, and less efficiency in full-power operations. The current scarcity of precise and systematic estimates of the costs and benefits of electric drive makes it difficult for policymakers to assess the relative cost-effectiveness of differing technical approaches to achieving electric drive. Some of the risks involved in developing electric-drive technology have been mitigated by the successful development of electric-drive technology for commercial ships; estimates of the amount of remaining risk vary. The Navy has stated that developing common electric-drive components is feasible for several kinds of Navy ships and that pursuing electric drive technology in the form of a common family of components could have advantages for the Navy. The potential savings associated with a common system are difficult to estimate, but could be substantial. The concept of developing a common system or family of components poses issues for policymakers concerning the extent of commonality across electric-drive-equipped Navy ships and the use of competition in the development and procurement of electric-drive technology. Much of the debate over electric drive concerns electric motors. The five basic types in question - synchronous motors, induction motors, permanent magnet motors, superconducting synchronous motors, and superconducting homopolar motors - differ in terms of their technological maturity, power-density, and potential applicability to different Navy ship types. The Navy's decision to use electric drive on the DD-21 raises several potential issues concerning the acquisition strategy for the ship. Electric drive could be installed on Virginia (SSN-774) class submarines procured in FY2010, according to the Navy. Other candidates for electric drive include the Navy's planned TADC(X) auxiliary dry cargo ships, the Navy's planned joint command and control (JCC[X]) ships, the second through fifth LHA replacement ships, future aircraft carriers, and possibly the new cutters to be procured under the Coast Guard Deepwater project.

The benefit of such an evaluation is that all of the propulsion options being considered by the U.S. Navy have been described in one document. The AC induction motor, AC synchronous motor, High Temperature Superconducting (HTS) motor and Superconducting DC Homopolar Motor (SDCHM) are examined. The properties, advantages, and disadvantages of each motor are discussed and compared. The power converters used to control large propulsion motors are also discussed. The Navy's IPS program is discussed and the results of concept testing are presented. Podded propulsion is introduced and the benefits are discussed. The final chapter presents the simulation results of a volts/Hertz controlled 30 MW induction motor. The evaluation revealed that the permanent magnet motor is the best propulsion motor when considering mature technology, power density, and acoustic performance. HTS motors offer significant volume reductions and improved acoustic performance as compared to conventional motors. This includes both AC and DC HTS motors. The main obstacle for the SDCHM remains the unavailability of high current capacity brushes.

A study of the circumstances reveals a remarkable accordance of means and requirements. The case may be briefly outlined as follow's: - The double transformation of energy in the form of work into energy in the form of electricity and again from electricity into work, may often, when the operations are on a large scale, be effected at an overall efficiency of 90 per cent, and even higher. In other words, at the cost of a loss of 10 per cent, in energy and of the initial and maintenance cost of the electrical machinery, engineers can interpose an electric drive between the prime mover and the machinery to be driven. The object of interposing an electric drive is to obtain advantages of flexibility which will permit of securing greater efficiency both in the prime mover and in the driven machinery, which, in the case of ship propulsion, is the propeller. Further great advantages relate to the superior means of control rendered available with electric drive. In the case of ship propulsion, the prime mover has, until recently, almost always been a reciprocating engine. But during the last ten years, many ships have been fitted with steam turbines. As applied to ship propulsion, the steam turbine has not met with any approach to the almost unqualified success which has attended its use on land. This is chiefly because, in applying the steam turbine to ship propulsion, it has been necessary to adopt speeds several times lower than have been customary with land turbines. This has been necessary owing to the well-known circumstance that the efficiency attainable with the screw propeller is lower (for a given power) the higher the speed of revolutions. It was a realization of this circumstance, more than any other consideration, which first led to serious propositions for the electrical driving of large ships. Book excerpt: Although propulsion and electric power systems selection is an important part of naval ship design, respective decisions often have to be made without detailed ship knowledge (resistance, propulsors, etc.). Propulsion and electric power systems have always had to satisfy speed and ship-service power requirements. Nowadays, increasing fuel costs are moving such decisions towards more fuel-efficient solutions. Unlike commercial ships, naval ships operate in a variety of speeds and electric loads, making fuel consumption optimization challenging. This thesis develops a flexible decision support tool in Matlab® environment, which identifies the propulsion and ship-service power generation systems configuration that minimizes fuel consumption for any ship based on its operating profile. Mechanical-driven propulsion systems with or without propulsion derived ship-service power generation, separate ship-service systems and integrated power systems are analyzed. Modeling includes hull resistance using the Holtrop-Mennen method requiring only basic hull geometry information, propeller efficiencies using the Wageningen B series and transmission and prime movers fuel efficiencies. Propulsion and ship-service power generation systems configuration is optimized using the genetic algorithm. US Navy's Advanced Surface Ship Evaluation Tool (ASSET) model for the DDG-51 Flight I destroyer was used for modeling validation. Optimal fuel consumption results are compared against the existing configuration for the DDG-51 Flight I destroyer using a representative operating profile.
