Available in PDF, EPUB and Kindle. Book excerpt: There is growing concern at the perceived level of electoral malpractice in Northern Ireland. Whilst the precise extent of fraud is unknown, it is apparent that individuals and groups from across the political spectrum often abuse thier rigth to vote and suddessfully deraud the vote. The Government proposes to introduce a new photo-ID card (the voter ID card), to remove all non-photographic forms of ID from the approved list of identifying documents, to introduce electoral investigation teams, and to carry out a number of reforms at the Electoral Office. Amongst the immediate measures, the Electoral Office has initiated an enhanced training programme for those who administer elections and will be issuing revised guidelines for presiding officer and polling agents. Absent vote applications will be processed locally to ensure that people with local knowledge scrutinize those applications. On-going liaison with the police has been intensified in the run-up to the forthcoming local elections.The Electoral Office will also be collecting voters' signatures and dates of birth on the registration form. These will be used to ensure the accuracy of the register. They will also be useful later to check whether applications for postal ballot papers and proxies are authentic. In addition, the presiding officer at the polling station will be able to check a voter's date of birth before handing over a ballot paper, if necessary.

Book excerpt: The Committee is happy with the effectiveness of the Electoral Fraud (Northern Ireland) Act 2002 but there are still flaws in the current arrangements. Less than 84 percent of these eligible to vote in Northern Ireland, are currently registered; young people and socially economically depressed groups are especially under-represented. Less than 25 percent of 17 and 18 years olds are registered. Voter's names are no longer placed automatically on next year's register, which is an effective anti-fraud measure, but on the other hand this has highlighted the low level of registration. Fewer of the new Electoral Identity Cards (EIDs) were issued than expected, and, while other forms of photographic ID are acceptable at polling stations,over 3,500 voters were turned away from polling stations at recent elections, because of ID problems. An example of the lack of joined-up thinking was the poor performance of two competing Government telephone help lines during the 2003 canvass period.

The Bill requires a canvass form and application for voter registration to be signed by and to include the date of birth of each of the persons to whom the form relates. It provides for an electoral identity card to be issued to those entitled to vote but who might not otherwise have satisfactory proof of identity.
