In doing so, it argues that these parties rely mostly on a complex Web of patronage-based networks to mobilise electorates. They employ informal and highly dynamic, loosely knit networks as their organisational structures at the local level. They mainly focus on mobilising voters through local political actors rather than maintaining clear party bases and membership schemes. The study highlights the salience of personalities at the national as well as local levels in forming electoral support for the parties. These individuals exploit their economic, social, and cultural capital to mobilise the most efficient network that would strengthen their party during elections. The study also analyses the emergence of two new coalition centres from within these traditional parties, the Sri Lanka Podujana Peramuna (SLPP) and Samagi Jana Balawegaya (SJB), and argues that these parties, though portraying themselves as new, have in fact retained the overall logic of the party–voter nexus by appropriating the organisational schemes and structures of their predecessors.

Book excerpt: Terrorist and insurgent movements use violence as a means to achieve political ends. In democracies, terrorist attacks might induce voters to favor different parties based on their relative stances on matters of security. However, the mechanism by which violence affects electoral allegiance remains understudied. This paper uses data on terrorism and electoral outcomes from two consecutive Sri Lankan presidential elections to test several hypotheses related to an emerging theory of terrorism's effects on electoral preference. Research findings generally support the theory that periods of reduced terrorism benefit left bloc candidates while increases in terrorism benefit the right. However, the scale of violence locally does not appear to result in a proportional or pronounced local increase in support for the right above national trends, a fact that may owe in part to the nature of LTTE attacks. Analysis suggests that while terrorism appears to influence electoral preferences in Sri Lanka, factors of ethnicity, sector, and relative variation in party platforms from one year to the next pose a significant challenge to positively identifying significant trends.

The following questions guided the study: how do political actors manipulate elections, and what are the salient features of electoral politics in Sri Lanka? Primary and secondary data formed the basis of the analysis, examining eight presidential elections. The research findings indicated that Sri Lankan governments, political parties and political leaders have taken advantage of six types of electoral manipulation, including constitutional tinkering, field fixing, time fixing, vote suppression, process manipulation and resource manipulation. Through a close examination of eight presidential elections, research carried out for the volume found that elections are often associated with violence; presidential elections are mainly a majoritarian affair in which minority communities play only a marginal role; there is a significant gender imbalance, as women’s participation in the electoral process is very limited; despite the presence of a large number of candidates contesting the election, it always remains a two-way race; and amid extensive manipulation and other problems, voter participation tends to be high. This volume will be a valuable resource for students, academics and researchers who focus on democracy, good governance, electoral studies and South Asian politics and history, and will enhance the conceptual foundation of democracy advocates and activists.

Book excerpt: What form does electoral violence take in war-torn divided societies, and what explains the variation in this type of violence? Using statistical and historical analyses, this study examines patterns of election-related violence in the war-torn, ethnically divided context of Sri Lanka. This study shows that electoral violence in Sri Lanka is more often the result of inter-party and intra-ethnic competition than it is the result of inter-ethnic rivalries. Since most Sri Lankan districts are ethnically homogeneous and because the Sinhalese constitute the vast majority of the population, most electoral competition occurs between rival Sinhalese parties. Specifically, this dissertation demonstrates the significance of inter-party competition within one ethnic group by showing that there was generally more violence in areas where the vote differences between the top two contenders were smallest, even when both were from the same ethnic group. This holds when comparing violence with the vote difference from the previous election cycle as well. When vote differences were small in the previous election, there was more violence in the following election in that district. In order to illustrate the intra-ethnic nature of much of the violence, I describe the planned, systematic and organized nature of the violence, which indicates that violence was not a spontaneous outburst of inter-ethnic animosity. Instead, it was planned - sometimes by politicians themselves - in order to harm rivals' chances of victory. In addition, this analysis shows that there was more violence in heavily Sinhalese and heavily Tamil districts than in more mixed ones. This pattern indicates that most electoral competition at the district level was likely occurring within ethnic communities, between parties representing the same ethnic groups. In addition, most violence took place between supporters of the two main Sinhalese parties, the Sri Lanka Freedom Party (SLFP) and the United National Party (UNP). In terms of accusations, both Sinhalese and Tamil parties accused their co-ethnic parties of much more violence than they did parties of the other ethnicities, suggesting that much more violence took place within rather than between these groups.
