Book Strong Patronage Weak Parties The Case For Electoral System Redesign In The Philippines

Download or read book Strong Patronage Weak Parties The Case For Electoral System Redesign In The Philippines written by Paul Hutchcroft and published by World Scientific. This book was released on 2020-01-13 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: The current combination of electoral systems in the Philippines essentially guarantees the perpetuation of weak and incoherent political parties. As long as parties are weak and lacking in coherence, the primary focus of political contention is much more likely to be on patronage and pork than on policies and programs. As political reformers seek to address these fundamental problems of the Philippine polity, there is no better place to start than through a well-constructed set of changes to the electoral system. In this volume, expert contributors survey major types of electoral systems found throughout the world, explain their powerful influence on both democratic quality and development outcomes, and explore the comparative political dynamics of reform processes. A recurring theme is the virtue of a mixed electoral system involving some element of closed-list proportional representation — known internationally as one of the most effective means of building stronger and more coherent political parties. This, in turn, can be expected to encourage the emergence of a more policy-oriented (and less patronage-driven) polity.

Book Philippine Democracy Assessment

Download or read book Philippine Democracy Assessment written by Edna A. Co and published by Ateneo University Press. This book was released on 2005 with total page 190 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book critically examines two indicators of Philippine democracy, namely, elections and political parties. It looks closely at the democratic principles and values of participation, authorization, representation, accountability, transparency, responsiveness, and solidarity as these coalesce into the Philippine electoral institutions. The assessment powerfully scrutinizes these universal principles of democracy as they are embedded in a complex web of politics and culture, which makes reforms challenging indeed. Democrats and scholars of democracy will find this book worthwhile.

Book Electoral Dynamics in the Philippines

Download or read book Electoral Dynamics in the Philippines written by Allen Hicken and published by National University of Singapore Press. This book was released on 2019 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The role of clientism, political machines, and money in grassroots electioneering in the Philippines has been much analyzed by those who study the subject, but never as extensively as Allen Hicken, Edward Aspinall, and Meredith Weiss do in Electoral Dynamics in the Philippines. Combining in-depth ethnographic fieldwork in localities across the Philippines during the 2016 elections with polling data and national comparative data, this study sheds light on the organization of elections and electioneering across the Philippines. How do candidates choose to appeal to voters, and how do they get out the vote? How do voters respond to different kinds of appeals? How important are patronage and clientism? What are the networks within which patronage is delivered? What do the political machines look like in elections influenced by social media? The book identifies commonalities and differences across the Philippines while speaking to current debates in political science about elections in developing democracies, the structure and organization of clientelism, and the role of money in elections"--Back cover.

Book In the Name of Civil Society

Download or read book In the Name of Civil Society written by Eva-Lotta Hedman and published by University of Hawaii Press. This book was released on 2005-11-30 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In the Name of Civil Society examines Philippine politics in a highly original and provocative way. Hedman’s detailed analysis shows how dominant elites in the Philippines shore up the structures of liberal democracy in order to ensure their continued hegemony over Philippine society. This book will be of interest to everyone concerned with civil society and the processes of democratization and democracy in capitalist societies." —Paul D. Hutchcroft, University of Wisconsin, Madison What is the politics of civil society? Focusing on the Philippines—home to the mother of all election-watch movements, the original People Power revolt, and one of the largest and most diverse NGO populations in the world—Eva-Lotta Hedman offers a critique that goes against the grain of much other current scholarship. Her highly original work challenges celebratory and universalist accounts that tend to reify "civil society" as a unified and coherent entity, and to ascribe a single meaning and automatic trajectory to its role in democratization. She shows how mobilization in the name of civil society is contingent on the intercession of citizens and performative displays of citizenship—as opposed to other appeals and articulations of identity, such as class. In short, Hedman argues, the very definitions of "civil" and "society" are at stake. Based on extensive research spanning the course of a decade (1991–2001), this study offers a powerful analysis of Philippine politics and society inspired by the writings of Antonio Gramsci. It draws on a rich collection of sources from archives, interviews, newspapers, and participant-observation. It identifies a cycle of recurring "crises of authority," involving mounting threats—from above and below—to oligarchical democracy in the Philippines. Tracing the trajectory of Gramscian "dominant bloc" of social forces, Hedman shows how each such crisis in the Philippines promotes a countermobilization by the "intellectuals" of the dominant bloc: the capitalist class, the Catholic Church, and the U.S. government. In documenting the capacity of so-called "secondary associations" (business, lay, professional) to project moral and intellectual leadership in each of these crises, this study sheds new light on the forces and dynamics of change and continuity in Philippine politics and society.

Book Social Cleavage and Political Parties in the Post Marcos Philippines

Download or read book Social Cleavage and Political Parties in the Post Marcos Philippines written by Carl Herman Landé and published by . This book was released on 1990 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: "One of the legacies of Ferdinand Marcos' "constitutional authoritarianism" has been the near-displacement of the two old and well established political parties which monopolized Philippine politics before martial law. Today they are only minor players on the Philippine political stage. Their weakness, shown by their failure to withstand the six short years between the abolition of the Philippine Congress in 1972 and the holding of the elections in 1978 for Marcos' Interim Legislative Assembly, reveals one of the major flaws of pre-martial law Philippine democracy: The absence of a strong, responsive and responsible party system. We attribute the early successes and later weaknesses of the old parties to their failure to reflect in their rivalry the major social cleavages of Philippine society. Since the parties were virtually identical in their demographic and socio-economic bases of support, they were indistinguishable in their policies as well. This created an appearance of national harmony by avoiding serious debate over socially divisive issues of national policy. It also served to personalize and trivialize election campaigns. But if political parties do not reflect the salient cleavages of a society and thus promote the discussion and resolution of social issues by democratic means, the social conflict may move outside the electoral arena and be addressed by force. This happened in the Philippines. In this paper, we examine election returns, census data and some data on the issue orientations of members of the new Congress with a view to discerning whether the divisions of the post-Marcos political party system better reflect major social cleavages. We found that there were clear differences between the geographic and socio-economic sources of support for the two major party coalitions. But these differences mainly reflect linguistic-regional loyalties--notably the presence or absence of Ilocano-speaking voters--to the principal presidential contenders of 1986. These differences between rival coalitions are not likely to endure after the last of the standard-bearers of 1986 have left the political scene. There were some minor differences in socio-economic sources of electoral support at the 1987 congressional election among the parties in the now dominant anti-Marcos coalition. yet these were not mirrored in the policy orientations of their Congressional blocks. Outside of the major coalitions however, the communist-led Alliance for a New Politics at the 1987 congressional election showed that it had both a class based and regional, if numerically limited, base of voter support. Its strongest predictor was farm tenancy. We conclude with an examination of the development of party systems in Latin American and Western Europe pertinent to the prospects and probable direction of change in the Philippines "catch-all" party system."

Book Philippine Politics

Download or read book Philippine Politics written by Lynn T. White III and published by Routledge. This book was released on 2014-12-17 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: Philippine political history, especially in the twentieth century, challenges the image of democratic evolution as serving the people, and does so in ways that reveal inadequately explored aspects of many democracies. In the first decades of the twenty-first century the Philippines has nonetheless shown gradual socioeconomic "progress". This book provides an interpretive overview of Philippine politics, and takes full account of the importance of patriotic Philippine factors in making decisions about future political policies. It analyses whether regional and local politics have more importance than national politics in the Philippines. Discussing cultural traditions of patronism, it also examines how clan feuds localize the state and create strong local policies. These conflicts in turn make regional and family-run polities collectively stronger than the central state institution. The book goes on to explore elections in the Philippines, and in particular the ways in which politicians win democratic elections, the institutionalized role of public money in this process, and the role that media plays. Offering a new interpretive overview of Philippine progress over many decades, the author notes recent economic and political changes during the current century while also trying to advance ideas that might prove useful to Filipinos. Presenting an in-depth analysis of the problems and possibilities of politics and society in the Philippines, the book will be of interest to those researching Southeast Asian Politics, Political History and Asian Society and Culture.
