In Taiwan that process evolved over more than three decades before leading to the formation of an opposition party under martial law in late September 1986 and the blossoming of full democracy in March 2000 when that opposition party replaced the ruling party. In Mainland China and Hong Kong, limited electoral competition has only evolved over the last fifteen years or so. This volume examines why and how limited electoral competition developed in Greater China. The editors use a typology and different concepts to analyse how the political centre in these three Chinese societies historically interacted with society and how different regime change took place. Their analysis attributes Taiwan's robust electoral competition under martial law to political breakthroughs in the political, ideological, economic, and organizational marketplaces. Without similar political breakthroughs in Mainland China and Hong Kong, their limited electoral processes are not likely to lead to the election of one or more opposition parties in Mainland China and the direct election of a Hong Kong governor and parliament. These two authoritarian regimes have adopted different institutions, or rules, to limit electoral competition. Moreover, different changes have been taking place in their political, ideological, economic, and organizational marketplaces than occurred in Taiwan. Therefore, whether these two Chinese societies can mimic the Taiwan democratization path remains problematic. Only the passage of time will reveal whether their limited electoral competitive processes can transform into full democracy.

While no mainland Chinese government has ever felt that its rule required validation at the ballot box, the discourses that surrounded elections reveal much about important tensions within modern Chinese political thought. What is the best means to identify talent? Can the state trust the people to act responsibly as citizens? As Joshua Hill shows, elections are vital, not peripheral, to understanding these concerns fully.

By tracing the history of village level governance reform, one of the premier authorities on electoral reforms in China tackles these fundamental questions in this volume. According to the author, there are two roots to the emergence of village elections in China: structural changes in the village economy and bureaucratic politics. The author also identifies old guard Peng Zhen, himself victimized by lawlessness during the Cultural Revolution, and officials in the Ministry of Civil Affairs — an otherwise powerless bureaucracy that has jurisdiction over rural governance issues — as the driving force behind the reform in the government. The author believes that village elections have enormous political implications for China: they represent yet another aspect of “creeping democratization” of the country. Resistance from the status quo interests will be stiff, but democracy has a chance in the alliance between the disgruntled population and reform-minded elites in the leadership. Does economic prosperity increase the likelihood of political democracy? Using 1993 national survey data, the author examines the relationships between the level of economic development and the rate of semi-competitive village elections. Data analysis suggests that economic prosperity is positively associated with the occurrence of semi-competitive elections only to a certain point, above which the association turns negative. In other words, both the least and the most developed villages are less likely to hold semi-competitive elections for the chair of the village committee, which is officially defined as “an organization of self-governance of villagers”. The author also argues that rapid economic development may delay the process of political development because incumbent leaders can use newly acquired economic resources to consolidate their power.
