Book excerpt: This book examines how patterns of political representation, party system, and political culture have changed in Southern Europe following the “Great Recession” of 2008. It draws on the experience of Portugal to argue that austerity measures have significantly deepened the legitimacy crisis of democratic institutions, but the resilience of party system is remarkable in comparison. The case of Portugal present some interesting differences from other southern European democracies, since on one hand it suffered a deep economic crisis and the consequent bailout from the International Monetary Fund, the European Central Bank and the European Union, but on the other hand the party system remained stable. Nevertheless the impact of the crisis did reinforce a centre-periphery cleavage within the European Union, and especially in the Eurozone, Portugal is a central element of this new cleavage notoriously aggravated by Brexit.

Book excerpt: Since 2008 many European states have experienced significant challenges in adapting to austerity, and political actors within these states have made significant changes in their discourses and practices. This book explores the short-term impact of the sovereign debt crisis on aspects of political representation in Greece and Portugal, two of the countries that have been the most severely affected. It provides the most systematic examination to date of the attitudinal change of voters and elites regarding participation and representation, and of the legitimacy of the political system in two of the bailed-out Eurozone states. By examining the congruence between elites and voters, the shift in the patterns of competition, and the position of both citizens and representatives on the main issues, the studies contribute towards a reassessment of the validity of the responsible party model and of theories about democratic accountability. By relying on original mass and elite surveys conducted both before and after the bailouts, the volume helps us understand how the EU/IMF intervention has affected partisan alignments in Greece and Portugal, as well as the differences and similarities in the way political elites and civil society have adapted to severe austerity. With the negative effects of the economic crisis being seen to translate into changes in voting patterns, and citizens using elections to punish parties in government for their roles in economic mismanagement or lack of response to the global economic crisis, a broad examination is required. This book is presented as the first comparative study of the effects of the political crisis on candidate selection covering a large number of countries. Using an integrated framework and unified strategy, it examines how new relevant political actors are really implementing participative ways of candidate selection, whether they are being innovative in their political environments and the extent to which traditionally mainstream parties are changing selection procedures to have more open and inclusive mechanisms as part of internal, or intra-party, democracy. The book illuminates these issues through empirically driven chapters explaining changes in the way candidates for parliaments are selected in countries where new parties have emerged and consolidated, or where traditional mainstream parties have adopted new mechanisms of selection affecting (if not challenging) traditional politics. Unemployment and rising poverty have compelled individuals to reconsider their own priorities and goals, while governments have been forced to rethink social policies on the national level, as well as their international economic and political agreements. Some countries have been more deeply affected by the crisis than others, and the impact of economic shortage on individuals and governments has differed, not only because of the different magnitudes of the crisis, but also because individuals react differently to the contextual changes. This book makes use of cross-national survey data to explore the impact of wealth and economic contexts on social values. Instead of attempting to explain how aggregate changes occur (as previous volumes have done) the chapters in this collection focus on micro-level effects to interrogate more deeply the interplay between attitudes and values – and the way both can change as a result of transformation of economic context. This book elaborates on several dimensions of value change: the measurement model and the way it changes under the impact of economic shortage; the connection between universal value orientations and attitudes towards different objects (e.g. the welfare state, immigrants and ethnic groups); the effects of economic factors and vulnerability on values and attitudinal orientations; how particular political and economic contexts produce changes in political orientations. This book focuses on the interrelationship of social values, attitudes and economic scarcity in the context of the last economic crisis experienced by many European countries.
