Systematic reviews can be helpful for clinicians who want to integrate research findings into their daily practices, for patients to make well-informed choices about their own care, for professional medical societies and other organizations that develop clinical practice guidelines. Too often systematic reviews are of uncertain or poor quality. There are no universally accepted standards for developing systematic reviews leading to variability in how conflicts of interest and biases are handled, how evidence is appraised, and the overall scientific rigor of the process. In Finding What Works in Health Care the Institute of Medicine (IOM) recommends 21 standards for developing high-quality systematic reviews of comparative effectiveness research. The standards address the entire systematic review process from the initial steps of formulating the topic and building the review team to producing a detailed final report that synthesizes what the evidence shows and where knowledge gaps remain. Finding What Works in Health Care also proposes a framework for improving the quality of the science underpinning systematic reviews. Book excerpt: Stranger Citizens examines how foreign migrants who resided in the United States gave shape to citizenship in the decades after American independence in 1783. During this formative time, lawmakers attempted to shape citizenship and the place of immigrants in the new nation, while granting the national government new powers such as deportation. John McNelis O'Keefe argues that despite the challenges of public and official hostility that they faced in the late 1700s and early 1800s, migrant groups worked through lobbying, engagement with government officials, and public protest to create forms of citizenship that worked for them. This push was made not only by white men immigrating from Europe; immigrants of color were able to secure footholds of rights and citizenship, while migrant women asserted legal independence, challenging traditional notions of women's subordination. Stranger Citizens emphasizes the making of citizenship from the perspectives of migrants themselves, and demonstrates the rich varieties and understandings of citizenship and personhood exercised by foreign migrants and refugees. O'Keefe boldly reverses the top-down model wherein citizenship was constructed only by political leaders and the courts. Book excerpt: Here, for the first time in more than eighty years, is a detailed study of political Antimasonry on the national, state, and local levels, based on a survey of existing sources. The Antimasonic party, whose avowed goal was the destruction of the Masonic Lodge and other secret societies, was the first influential third party in the United States and introduced the device of the national presidential nominating convention in 1831. Vaughn focuses on the celebrated "Morgan Affair" of 1826, the alleged murder of a former Mason who exposed the fraternity's secrets. Thurlow Weed quickly transformed the crusading spirit aroused by this incident into an anti-Jackson party in New York. From New York, the party soon spread through the Northeast. To achieve success, the Antimasons in most states had to form alliances with the major parties, thus becoming the "flexible minority." After William Wirt's defeat by Andrew Jackson in the election of 1832, the party waned. Where it had been strong, Antimasonry became a reform-minded, anti-Clay faction of the new Whig party and helped to secure the presidential nominations of William Henry Harrison in 1836 and 1840. Vaughn concludes that although in many ways the Antimasonic Crusade was finally beneficial to the Masons, it was not until the 1850s that the fraternity regained its strength and influence.
