Book excerpt: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

Book Election Administration and the Politics of Voter Access

Download or read book Election Administration and the Politics of Voter Access written by Kevin Pallister and published by Routledge. This book was released on 2017-06-26 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: Democratic countries vary widely in the extent to which the administration of the electoral process facilitates voter participation, showing a great deal of variation in everything from voter registration to the casting of ballots. This book is the first systematic study to investigate why it is easier to vote in some democracies than in others. It develops the concept of election administration inclusiveness, which considers all of the administrative requirements and procedures that a citizen confronts in exercising his or her right to vote. It then draws on in-depth case studies from Central America and data from Latin America more broadly to address how political parties and other actors interact in constructing election administration rules and procedures. Using a theoretical framework centred on electoral threat, party capacity, and electoral management body composition, the author identifies multiple pathways to inclusive and restrictive election administration. This book will be of key interest to students and scholars of elections, democracy studies, Latin American politics, and more broadly comparative politics and law.

Book Financing the 2008 Election

Download or read book Financing the 2008 Election written by David B. Magleby and published by Brookings Institution Press. This book was released on 2011-06-01 with total page 353 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2008 elections were by any standard historic. The nation elected its first African American president, and the Republicans nominated their first female candidate for vice president. More money was raised and spent on federal contests than in any election in U.S. history. Barack Obama raised a record-setting $745 million for his campaign and federal candidates, party committees, and interest groups also raised and spent record-setting amounts. Moreover, the way money was raised by some candidates and party committees has the potential to transform American politics for years to come. The latest installment in a series that dates back half a century, Financing the 2008 Election is the definitive analysis of how campaign finance and spending shaped the historic presidential and congressional races of 2008. It explains why these records were set and what it means for the future of U.S. politics. David Magleby and Anthony Corrado have assembled a team of experts who join them in exploring the financing of the 2008 presidential and congressional elections. They provide insights into the political parties and interest groups that made campaign finance history and summarize important legal and regulatory changes that affected these elections. Herrnson (University of Maryland), Diana Kingsbury (Bliss Institute at the University of Akron), Thomas E. Mann (Brookings Institution).
