Aunque muchos presenten deficiencias importantes en diferentes aspectos, desde hace tres décadas los Gobiernos de la región, excepto Cuba, son conformados a través de elecciones razonablemente libres y competitivas. Si bien es innegable que la práctica regular de elecciones competitivas no es suficiente para calificar a un régimen político como democrático, también es indiscutible que la democracia no puede existir sin que los Gobiernos tengan origen popular mediante elecciones. En ese sentido, las elecciones libres y competitivas son la esencia de la democracia. En el presente volumen se abordan los comicios celebrados entre 2013 y el primer trimestre de 2017, en los dieciocho países de la región, profundizando en el contexto político y económico en el que se celebraron estos comicios y las normas que conforman los respectivos marcos legales, al tiempo que se subrayan las transformaciones acaecidas en los respectivos sistemas de partidos a lo largo de las últimas décadas. Si bien se trata de un libro basado en la realización de estudios de caso, su concepción es la de un estudio comparado de los procesos electorales acaecidos a lo largo de un lustro. La visión comparada se proyecta en el guion común seguido en cada trabajo y en el uso de los conceptos que traducen las diferentes mediciones habituales en la ciencia política del comportamiento electoral y se condensa en el capítulo final, que analiza los patrones de alternancia en la región y su relación con la democracia.

Se trata de elecciones celebradas en once países cuyo estudio se desarrolla en igual número de capítulos. Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

While some propose that populism is inherently harmful for democracy because it is anti-pluralist and confrontational, others argue that populism can reinvigorate worn-out democracies in need of greater popular participation. In A Dynamic Theory of Populism in Power, Julio F. Carrión advances this debate by examining the empirical relationship between populism in power and democracy. Does populism in power always lead to regime change, that is, the demise of democracy? The answer is no. The impact of populism on democracy depends on the variety of populism in power: the worst outcomes in democratic governance are found under unconstrained populism. Carrión presents the permissive and productive conditions for why and how populism becomes unconstrained, as well as a dynamic theory of change that shows how the late victories of populists build on early ones, resulting in greater power asymmetries. A Dynamic Theory of Populism in Power provides an analysis of five Latin American populist presidencies, all located in the Andes. In four of them (Bolivia, Ecuador, Peru, and Venezuela), populism became unconstrained and regime change followed. In one case, Colombia, populism in power was successfully contained and democracy survived. The concluding chapter places the Andean cases in comparative perspective and discusses how unconstrained populism in other cases (Nicaragua and Hungary) also led to the end of electoral democracy. Where populism in power was constrained (Honduras and the United States), regime change did not materialize. Carrión advances a theory of populism in power that helps us understand how democracies transition into non-democracies. To that extent, the book illuminates the processes of democratic erosion in our time.

For the past three decades, Peru has showcased a political universe populated by amateur politicians and the dominance of personalism as the main party–voter linkage form. The study peruses the post-2000 evolution of some of the key Peruvian electoral vehicles and classifies the partisan universe as a party non-system. There are several elements endogenous to personalist electoral vehicles that perpetuate partylessness, contributing to the absence of party building. The book also examines electoral dynamics in partyless settings, centrally shaped by effective electoral supply, personal brands, contingency, and iterated rounds of strategic voting calculi. Given the scarcity of information electoral vehicles provide, as well as the enormously complex political environment Peruvian citizens inhabit, personal brands provide readymade informational shortcuts that simplify the political world. The concept of “negative legitimacy environments” is furnished to capture political settings comprised of supermajorities of floating voters, pervasive negative political identities, and a generic citizen preference for newcomers and political outsiders. Such environments, increasingly present throughout Latin America, produce several deleterious effects, including high political uncertainty, incumbency disadvantage, and political time compression. Peru’s “democracy without parties” fails to deliver essential democratic functions including governability, responsiveness, horizontal and vertical accountability, or democratic representation, among others.

Yet in the 1980s and 1990s, established party systems in Peru and Venezuela broke down, leading to the elections of outsider Alberto Fujimori and anti-party populist Hugo Chavez. Focusing on these two cases, this book explores the causes of systemic collapse. To date, scholars have pointed to economic crises, the rise of the informal economy, and the charisma and political brilliance of Fujimori and Chavez to explain the changes in Peru and Venezuela. This book uses economic data, surveys, and experiments to show that these explanations are incomplete. Political scientist Jason Seawright argues that party-system collapse is motivated fundamentally by voter anger at the traditional political parties, which is produced by corruption scandals and failures of representation.
