La circulación global yuxtapone la diferencia local a la administración y la inversión trasnacionales, reservando para las empresas transnacionales la mayor parte del lucro. En este contexto, la cultura como recurso cobra legitimidad y desplaza otras interpretaciones de la cultura: ésta ya no tiene valor trascendente ni tampoco opera como una manifestación de la creatividad popular. Pasa, más bien, a ser el medio de legitimación para el desarrollo urbano (museos, turismo), el crecimiento económico (industrias culturales), la resolución de conflictos sociales (antirracismo, multiculturalismo), y hasta fuente de empleos (artesanías, producción de contenidos). También los actores más innovadores en términos de acción política y social han apostado a la cultura, es decir, a un recurso ya elegido como blanco de explotación por el capital y un fundamento para resistir a la devastación provocada por ese mismo sistema económico. La desmaterialización de muchas nuevas fuentes de crecimiento económico –por ejemplo, los derechos de propiedad intelectual- y la mayor distribución de bienes simbólicos en el comercio mundial –filmes, música, turismo- han dado a la esfera cultural un protagonismo mayor que en cualquier otro momento de la modernidad. Estudios de caso ilustran el modo en que la cultura se ha expandido de manera sin precedentes al ámbito político y económico. El modo en que, en efecto, se ha transformado lo que entendemos por cultura y lo que hacemos en su nombre.
