Book excerpt: On a mountainside in sunny Tuscany, in October 1989, 96 people from 23 countries on five continents gathered to learn and teach about the problems of managing contemporary science. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.

En este contexto, convoca a sus Estados miembros a participar en una Iniciativa Comunitaria específica para el desarrollo rural denominada LEADER («Liaisons Entre Activités de Developement de L'Economie Rural») con la participación de la población local y con un enfoque demostrativo. En paralelo, el gobierno de España articula ante la demanda masiva de aplicación de medidas de desarrollo rural un Programa Operativo financiado por los Fondos Estructurales del Marco Comunitario de Apoyo gestionados directamente por la Administración Nacional y en colaboración con las Comunidades Autónomas: PRODER (1996-1999) y PRODER II (2000-2006). A raíz de este planteamiento, la Tesis Doctoral se ha centrado en los programas de desarrollo rural ejecutados en el marco de las tres fases de la Iniciativa Comunitaria LEADER (1991-2006) y en las dos del Programa Operativo PRODER (1996-2006) en Castilla y León con el objeto de estudiar cómo han influido en el impulso y el desarrollo del turismo rural y si han ayudado a mitigar la dinámica demográfica regresiva de los espacios rurales. Para constatar y evaluar esta hipótesis de trabajo nos hemos marcado tres objetivos generales desagregados en otros objetivos específicos: Análisis de los Programas de Desarrollo Rural ideados por la Unión Europea, Estudio de la oferta de turismo rural ligada a los programas de desarrollo y Valoración del turismo rural y su relación con el desarrollo territorial. Las conclusiones y los resultados de la investigación refrendan el éxito del «método LEADER» y la apuesta por la medida de Turismo rural en Castilla y León, aunque, no ha paliado la situación de regresión demográfica del medio rural.

Current U.S. policy about environmental conflict and scholarly work on environmental security assume direct causal links between population growth, resource scarcity, and violence. This belief, a staple of governmental decision-making during both Clinton administrations and widely held in the environmental security field, depends on particular assumptions about the nature of the state, the role of population growth, and the causes of environmental degradation.The conventional understanding of environmental security, and its assumptions about the relation between violence and the environment, are challenged and refuted in Violent Environments. Chapters by geographers, historians, anthropologists, and sociologists include accounts of ethnic war in Indonesia, petro-violence in Nigeria and Ecuador, wildlife conservation in Tanzania, and "friendly fire" at Russia's nuclear weapons sites. Violent Environments portrays violence as a site-specific phenomenon rooted in local histories and societies, yet connected to larger processes of material transformation and power relations. The authors argue that specific resource environments, including tropical forests and oil reserves, and environmental processes (such as deforestation, conservation, or resource abundance) are constituted by and in part constitute the political economy of access to and control over resources. Violent Environments demands new approaches to an international set of complex problems, powerfully arguing for deeper, more ethnographically informed analyses of the circumstances and processes that cause violence.
