Book excerpt: Latin America higher education has undergone an astonishing transformation in recent years, highlighted by the private sector's growth from 3 to 34 percent of the region's total enrollment. In this provocative work Daniel Levy examines the sources, characteristics, and consequences of the development and considers the privatization of higher education within the broader context of state-society relationships. Levy shows how specific national circumstances cause variations and identifies three basic private-public patterns: one in which the private and public sectors are relatively similar and those in which one sector or the other is dominant. These patterns are analyzed in depth in case studies of Chile, Mexico, and Brazil. For each sector, Levy investigates origins and growth, and then who pays, who rules, and whose interests are served. In addition to providing a wealth of information, Levy offers incisive analyses of the nature of public and private institutions. Finally, he explores the implications of his findings for concepts such as autonomy, corporatism, and privatization. His multifaceted study is a major contribution to the literature on Latin American studies, comparative politics, and higher education.

Book excerpt: Both theoretically and in empirical applications to three countries (Chile, France and Malaysia), this study addresses distributive and investment issues in public subsidization of higher education. First, using alternative criteria to characterize users' and payers' populations, we challenge conventional short-term methods of assessing the incidence of subsidies and subsidy-tax balances in the perspective of families of origin. With a shift of focus from a family-of-origin distributive perspective to an investment perspective, private social (societal) and fiscal benefit-cost relationships are compared and contrasted. Particular attention is given to the specification and application of an analytical framework for estimation of fiscal rates of return to public investments in higher education. Each of the countries studied expresses support of such broadly stated values as "equity," "efficiency," and "economic progress," but their relative emphasis varies, and each country is distinctive in its manifestation of these goals. The empirical findings show a high degree of consistency between dominant political expressions of value priorities and public policies in three countries

Book excerpt: This paper examines the educational goals in Chile before and after 1973 when the Chilean military led by Pinochet brutally eliminated the democratically elected government of Allende and the Unidad Popular. Reforms were initiated in 1967, 1968, 1969, and 1970, and at the time of the coup, were being implemented in all eight Chilean universities. General goals for the reform of the university were to democratize the universities which were very elitist and to improve university programs, to create new careers, and to conduct research related to such national issues as mining, housing, and food. Within five years the enrollment increased from 9,000 to 33,000 students. To provide some kind of services to the entire population, "season courses" covering every area of study were taught in several parts of the country. Technological Institutes were established. Workers and low-income people were admitted to the universities programs. After the coup, over 700 educators were taken prisoners, the universities were taken over by the military, and practically all the reforms were revoked. For the first time in Chilean history, general admissions to the university decreased. All the programs of workers' education have been eliminated. The Chilean universities have reverted to being colonial universities, equipped with modern methods of repression. However, the universities are not dead and there are signs that universities are beginning to revive. (A footnote indicates that since the date of this talk, repression in Chile has worsened.). Book excerpt: In the field of higher education research, one of the most fascinating observations is the consistent and permanent expansion of higher education systems worldwide since the end of the Second World War. Undoubtedly, the predominant approach to address these developments has been through quantitative analysis, as well as international comparisons. The following work examines the particularities of the Venezuelan context with the aim of identifying specific features of this worldwide phenomenon in this South American case. Through a combination of qualitative methods, the author proposes a biographical approach for the study of higher education inclusion processes, which takes into account the perspectives and experiences of those who have been targeted by an ambitious higher education expansion process. The most distinctive feature of this work would be its methodological contribution to the field of higher education research. One could also argue that the ethnographic account of the Bolivarian Missions of education in Chavez’s Venezuela is both original and unprecedented. Furthermore, the writing approach bridges the interests of both academics, practitioners of the field and members of the general public.
