In 2003, policymakers looked to this “successful” undertaking as a model for US intervention in Iraq. In fact, Brian D’Haeseleer argues in The Salvadoran Crucible, the US counterinsurgency in El Salvador produced no more than a stalemate, and in the process inflicted tremendous suffering on Salvadorans for a limited amount of foreign policy gains. D’Haeseleer’s book is a deeply informed, dispassionate account of how the Salvadoran venture took shape, what it actually accomplished, and what lessons it holds. A historical analysis of the origins of US counterinsurgency policy provides context for understanding how precedents informed US intervention in El Salvador. What follows is a detailed, in-depth view of how the counterinsurgency unfolded—the nature, logic, and effectiveness of the policies, initiatives, and operations promoted by American strategists. D’Haeseleer’s account disputes the “success” narrative by showing that El Salvador’s achievements, mainly the spread of democracy, occurred as a result not of the American intervention but of the insurgents’ war against the state. Most significantly, The Salvadoran Crucible contends that the reforms enacted during the war failed to address the underlying causes of the conflict, which today continue to reverberate in El Salvador. Book excerpt: To determine insights for future disengagements, this thesis examines four historical episodes in which Western nations withdrew from on-going conflicts against insurgent-like enemies. Relatively unsuccessful results flowed from the British withdrawal from Aden during the 1960’s and the American withdrawal from Vietnam during 1972-1973. As the last British troop departed Aden, a state of turmoil prevailed. Not only could the insurgents realistically claim victory in evicting the British by force, but also the territory later became the Arab world’s first Marxist state and a base for terrorists. America’s departure from Vietnam produced similar disappointment. More successful outcomes occurred during the British withdrawal from Malaya in the 1960’s and the American withdrawal from El Salvador in 1988-1989. After World War II, the British attempted to re-establish colonial control of Malaya and faced resistance from communist insurgents. In the midst of their counterinsurgency, the British government granted Malaya independence in August 1957. The Malayan government, backed by British support, continued its struggle against the communist insurgents for another three years. The Malayan government announced victory in 1960 and began to enjoy a relatively peaceful and prosperous aftermath. From kidnappings, assassinations, and other political-criminal activities, an insurgency emerged in El Salvador in 1979. As the movement transitioned to guerrilla warfare, the insurgent fighters rivaled the strength of the Salvadoran security forces. From 1980-1992, the government of the United States provided El Salvador extensive funding for social and political reforms, military material support, and training to counter the communist insurgents. These efforts, coupled with effective El Salvadoran governance, eventually led the communists to abandon their cause.

Its basic tenet was that it is the primary duty of the church to seek to promote social and economic justice. Since that time it has grown in influence, spreading to other areas of the Third World, along with bitter controversy about its ties to Marxist ideology and violent revolution. Drawing on both English and Spanish sources, this critical study examines the history, method, and doctrines of liberation theology. Sigmund considers the movement's origins in political circumstances in Latin America and provides case studies of its role in such events as the revolution and counter-revolution in Chile, and in the revolutionary movements in El Salvador and Nicaragua. Examining the thought of major liberation theologians, as well as the critical responses of the Vatican, Sigmund shows that liberation theology is a complex phenomenon, comprising a variety of kinds and degrees of radicalism. He discerns a general trend away from the Marxist rhetoric that has often characterized the movement in the past and towards the kind of grassroots populist reform typified by the Basic Christian Communities Movement.

William Walldorf, Jr., argues that the politics surrounding two broad, public narratives—the liberal narrative and the restraint narrative—often play a vital role in shaping US decisions whether to pursue robust and forceful regime change. Using current sociological work on cultural trauma, Walldorf explains how master narratives strengthen (and weaken), and he develops clear predictions for how and when these narratives will shape policy. To Shape Our World For Good demonstrates the importance and explanatory power of the master-narrative argument, using a sophisticated combination of methods: quantitative analysis and eight cases in the postwar period that include Korea, Vietnam, and El Salvador during the Cold War and more recent cases in Iraq and Libya. The case studies provide the environment for a critical assessment of the connections among the politics of master narratives, pluralism, and the common good in contemporary US foreign policy and grand strategy. Walldorf adds new insight to our understanding of US expansionism and cautions against the dangers of misusing popular narratives for short-term political gains—a practice all too common both past and present.
