Forman un oligopolio que domina tanto el mercado mayorista como el minorista de energía eléctrica. De modo que el funcionamiento del sistema eléctrico constituye un negocio de colosales dimensiones, que proporciona grandes beneficios a esas grandes compañías, está garantizado por los poderes públicos y lo financian los consumidores. Consecuentemente, esa posición de poder es un factor determinante para calibrar las posibilidades y los límites del curso que pueda seguir la transición eléctrico-energética. Alrededor de la transformación del sistema eléctrico entran en juego cuestiones vitales para toda la sociedad, en las que se dilucida cómo garantizar el suministro de un producto fundamental, cómo evitar los precios abusivos y cómo contribuir a un drástico descenso de la emisión de gases de efecto invernadero. Este trabajo pretende aportar una reflexión sobre lo que ha venido ocurriendo en el sistema eléctrico, como condición imprescindible para explicar sus características actuales y para afrontar el debate sobre qué transición, con qué prioridades y con qué actores cabe llevar a cabo la transformación del sistema. Después de un capítulo introductorio en el que se plantean las premisas básicas del análisis, el libro se estructura en dos partes que abordan la posición de poder del oligopolio eléctrico desde perspectivas complementarias. Una lo hace a través del dominio que ejercen en las diferentes tecnologías con las que se genera la electricidad. La otra lo hace a través del dominio que ejercen en los sucesivos segmentos (producción, distribución, comercialización) y los mercados (mayorista y minorista) que componen el sistema eléctrico. Por último, el capítulo final presenta un conjunto de consideraciones y propuestas acerca de la estrategia a seguir para transformar el sistema eléctrico. Las características que adopte la transición eléctrica dependerán fundamentalmente del acierto con que se fije y se aplique esa estrategia de transformación, guiada por objetivos económicos, sociales y ecológicos. Lo cual inevitablemente tendrá que ir acompañado de la solvencia con la que los poderes públicos (parlamento, gobierno, reguladores del mercado, garantes de la competencia) entablen una negociación “disputada” con las grandes compañías para que prevalezcan los intereses democráticos de la mayoría de la sociedad. Por consiguiente, el contenido del libro está orientado hacia un público interesado en conocer las características del sistema eléctrico, como condición imprescindible para valorar la envergadura de los desafíos pendientes y para participar en el debate sobre la transición eléctrica, energética y ecológica.

Book excerpt: Hoy en día, la energía eléctrica juega un papel fundamental en el desarrollo de nuestra sociedad y su consumo es fundamental en nuestra vida cotidiana. Desde que se decidió liberalizar el mercado de la electricidad en 1997, la gestión, planificación y regulación del sector ha estado muy cuestionada debido a la complejidad del mercado, la poca transparencia y la falta de normalización del mismo. Esto es lo que nos ha llevado actualmente a hablar de un oligopolio presente en el sector de la electricidad. Al hablar de oligopolio, hablamos de un mercado en el que existen un grupo reducido de empresas oferentes que tienen el poder de mercado y abastecen a un extenso grupo de demandantes, los consumidores, quienes en el caso del mercado eléctrico se han visto afectados por la subida continua del precio de la electricidad en los últimos años. Por otro lado, las actuaciones que han llevado a cabo las grandes empresas que se han apoderado del mercado, les han reportado cuantiosos beneficios incluso en una época de recesión caracterizada por una reducción del consumo y, por lo tanto, de la demanda de energía eléctrica. Además, estas actuaciones se han visto favorecidas por la insuficiente regulación del poder político que, lejos de solucionar el problema vigente en el sector, ha fortalecido el poder de dichas empresas. Finalmente, varios expertos en el mercado eléctrico han proporcionado diversas alternativas a la situación actual con el fin de impulsar el desarrollo sostenible y la competitividad en el sector, resaltando que la verdadera necesidad del mismo reside en la exigencia de un cambio en la regulación. Esto es debido, a que el término oligopolio se utiliza para mercados en los que la existencia de un reducido grupo de empresas oferentes, abastecen a un amplio número de consumidores demandantes, principal característica del mercado eléctrico español. Otro de los motivos por los que se asocian estos dos términos, es la incipiente publicación de las diferentes prácticas que llevan a cabo las empresas eléctricas a la hora de fijar el precio de la luz, que debido a su elevada cuantía, supone una pérdida de competitividad para los consumidores españoles, respecto a sus vecinos europeos que pagan unos precios más bajos. El conjunto de prácticas irregulares llevadas a cabo por las empresas eléctricas, han supuesto unos beneficios incalculables, no solo por lo elevado de su cuantía, sino por la opacidad de este sector, en el que no se dispone de apenas ninguna auditoría contable. Estos beneficios, han sido obtenidos en una época de crisis económica, en la que la tasa de paro se sitúa en torno al 25% y numerosas empresas han quebrado. El destino de estos beneficios es una incógnita, pudiendo observar que los grandes inversores de las empresas eléctricas se encuentran en el extranjero. La búsqueda de alternativas y soluciones es muy importante, numerosos expertos en materia eléctrica publican diariamente las diferentes teorías que consideran oportunas para reducir el liderazgo de los intereses de un reducido número de empresas, frente a los del resto de consumidores y poder aumentar así la competitividad en el sector eléctrico.
