As the source of this oil, the Ecuadorian Amazon has borne the far-reaching social and environmental consequences of a growing U.S. demand for petroleum and the dynamics of economic globalization it necessitates. Crude Chronicles traces the emergence during the 1990s of a highly organized indigenous movement and its struggles against a U.S. oil company and Ecuadorian neoliberal policies. Against the backdrop of mounting government attempts to privatize and liberalize the national economy, Suzana Sawyer shows how neoliberal reforms in Ecuador led to a crisis of governance, accountability, and representation that spurred one of twentieth-century Latin America’s strongest indigenous movements. Through her rich ethnography of indigenous marches, demonstrations, occupations, and negotiations, Sawyer tracks the growing sophistication of indigenous politics as Indians subverted, re-deployed, and, at times, capitulated to the dictates and desires of a transnational neoliberal logic. At the same time, she follows the multiple maneuvers and discourses that the multinational corporation and the Ecuadorian state used to circumscribe and contain indigenous opposition. Ultimately, Sawyer reveals that indigenous struggles over land and oil operations in Ecuador were as much about reconfiguring national and transnational inequality—that is, rupturing the silence around racial injustice, exacting spaces of accountability, and rewriting narratives of national belonging—as they were about the material use and extraction of rain-forest resources.

Book excerpt: Many of the earliest Africans to arrive in the Americas came to Central America with Spanish colonists in the sixteenth and seventeenth centuries, and people of African descent constituted the majority of nonindigenous populations in the region long thereafter. Yet in the development of national identities and historical consciousness, Central American nations have often countenanced widespread practices of social, political, and regional exclusion of blacks. The postcolonial development of mestizo or mixed-race ideologies of national identity have systematically downplayed African ancestry and social and political involvement in favor of Spanish and Indian heritage and contributions. In addition, a powerful sense of place and belonging has led many peoples of African descent in Central America to identify themselves as something other than African American, reinforcing the tendency of local and foreign scholars to see Central America as peripheral to the African diaspora in the Americas. The essays in this collection begin to recover the forgotten and downplayed histories of blacks in Central America, demonstrating the centrality of African Americans to the region’s history from the earliest colonial times to the present. They reveal how modern nationalist attempts to define mixed-race majorities as “Indo-Hispanic,” or as anything but African American, clash with the historical record of the first region of the Americas in which African Americans not only gained the right to vote but repeatedly held high office, including the presidency, following independence from Spain in 1821. This history recounts the experiences of American black ballplayers outside of the Negro Leagues--often in places where a lack of prejudice contrasted sharply with conditions at home. Tracing the development of the game in each location and the unique character of each winter league, it details the contributions of the Negro League players and collects their statistics in each of the winter leagues.

Book excerpt: In this history of the social and human sciences in Mexico and the United States, Karin Alejandra Rosemblatt reveals intricate connections among the development of science, the concept of race, and policies toward indigenous peoples. Focusing on the anthropologists, sociologists, biologists, physicians, and other experts who collaborated across borders from the Mexican Revolution through World War II, Rosemblatt traces how intellectuals on both sides of the Rio Grande forged shared networks in which they discussed indigenous peoples and other ethnic minorities. In doing so, Rosemblatt argues, they refashioned race as a scientific category and consolidated their influence within their respective national policy circles. Postrevolutionary Mexican experts aimed to transform their country into a modern secular state with a dynamic economy, and central to this endeavor was learning how to "manage" racial difference and social welfare. The same concern animated U.S. New Deal policies toward Native Americans. The scientists' border-crossing conceptions of modernity, race, evolution, and pluralism were not simple one-way impositions or appropriations, and they had significant effects. In the United States, the resulting approaches to the management of Native American affairs later shaped policies toward immigrants and black Americans, while in Mexico, officials rejected policy prescriptions they associated with U.S. intellectual imperialism and racial segregation.
