El autor es un destacado Profesor Titular en el Instituto que desde los años 90 ha publicado sobre distintos temas regionales, tanto en la Revista de Estudios Internacionales, que dirigió por muchos años, y en libros co-editados con académicos del Instituto, entre su prolífica producción. Ha formado generaciones de expertos en esta área y ha apoyado a que esta labor continúe en el Instituto. Por lo anterior, es un honor poder ser parte de este nuevo esfuerzo académico, que nos invita a reflexionar y dimensionar la relevancia que esta región tiene para el sistema internacional en su conjunto y para América Latina en especial.

These investments allow for the connection of more than 60 countries worldwide, guaranteeing China s energetic security, easier conditions for trading goods and services and, perhaps more importantly, a significant influence in the political and economic events of the world. States with political regimes as diverse as those of Russia and India are part of this growing network; in various cases, in exchange for the benefits associated wi th being part of it, major concessions were made. By way of illustration, Sri Lanka and Pakistan, among others, given their lack of capacity to pay for sorne of the works, have agreed to forfeit control of specific areas of their territories.

Three major dimensions are addressed. The first dimension is International Relations and Economy. The coronavirus has accelerated a global economic crisis comparable to those of 1929, 1987 and 2008. Hybrid and fragmented, especially in terms of the use of social media, the use of veiled threat and promoting discord in the form of providing provocative information on topics of the day can lead to conflict consequences and all its negative impacts. The third dimension is Geopolitical Reconfiguration. While world powers are always manoeuvring for an enhanced military and economic position, the pandemic offers new opportunities to capitalise on the changing power balance. This book is one of the first to present research on the effects of COVID-19 on national public policy. Cross-cultural analysis of its effects, and the way in which different societies have addressed the fight against the virus, provides insight into the relations between states and possible solutions in the international arena.
