En este sistema se educan los ciudadanos mexicanos, se forman los profesionistas que contribuyen al desarrollo económico, se genera la ciencia y la tecnología necesaria para la transformación e innovación de la vida social y económica, y se preservan y difunden las manifestaciones culturales que dan identidad a la nación. Como toda organización el sistema educativo mexicano (SEM) ha transitado por momentos significativos en su devenir. Su origen no solamente ha respondido a un hecho histótico, sino a un conjunto de demandas emanadas de los ciudadanos en el marco de un proceso de transformación social del país; su evolución se ha visto enmarcada en un conjunto de políticas y proyectos que han respondido dis/funcionalmente (según sea la interpretación) cronológicamente con los gobiernos naciones y estatales en turno. Es innegable la contribución que el SEM a lo largo del tiempo ha hecho a la sociedad mexicana; no obstante sus aportaciones existen un conjunto de problemáticas de orden estructural que son incidentales en los procesos educativos de los diferentes niveles del sistema educativo nacional. Aunadamente a la situación que presenta el SEM, emergen un conjunto de tendencias en el escenario internacional que están incidiendo en la reconfiguración de los sistemas educativos nacionales. Esta reconfiguración trae consigo una serie de desafíos a las instituciones escolares y los sujetos interactuantes con las mismas. Si bien todos estos contextos y hechos situacionales hacen énfasis al sistema educativo nacional, también constituir el marco referencial para la educación en la entidad tamaulipeca. Los planteamentos formulados en las líneas precedentes dan forma al contenido del curso denominado Sistema Educativo Mexicano del programa de Doctorado en Políticas Educativas del Centro Regional de Formación Docente e Investigación Educativa.

Developing the program required taking into account the cultural diversity, historical economic disparities, indigenous and colonial cultures, and power inequities of the Mexican nation. These conditions have produced economic structures that maintain the status quo that concentrates wealth and opportunity in the hands of the very few, creating challenges for the education and economic life for the majority of the population. The program advocates providing tools for youth to critique and change their surroundings, while also learning the codes of power that provide them a repertoire of navigational means for producing satisfying lives. Rather than arguing that the program can be replicated or taken to scale in different contexts, the editors focus on how their process of looking inward to consider Mexican cultures enabled them to develop an appropriate educational program to address Mexico's historically low literacy rates. They show that if all teaching and learning is context-dependent, then focusing on the process of program development, rather than on the outcomes that may or may not be easily applied to other settings, is appropriate for global educators seeking to provide literacy teacher education grounded in national concerns and challenges. The volume provides a process model for developing an organic program designed to address needs in a national context, especially one grounded in both colonial and heritage cultures and one in which literacy is understood as a tool for social critique, redress, advancement, and equity.

Book excerpt: This book discusses how teaching and research have been weighted differently in academia in 18 countries and one region, Hong Kong SAR, based on an international comparative study entitled the Changing Academic Profession (CAP). It addresses these issues using empirical evidence, the CAP data. Specifically, the focus is on how teaching and research are defined in each higher education system, how teaching and research are preferred and conducted by academics, and how academics are rewarded by their institution. Since the establishment of Berlin University in 1810, there has been controversy on teaching and research as the primary functions of universities and academics. The controversy increased when Johns Hopkins University was established in 1876 with only graduate programs, and more recently with the release of the Carnegie Foundation report Scholarship Reconsidered by Ernest L. Boyer in 1990. Since the publication of Scholarship Reconsidered in 1990, higher education scholars and policymakers began to pay attention to the details of teaching and research activities, a kind of ‘black box’ because only individual academics know how they conduct teaching and research in their own contexts.

Book excerpt: Five educational researchers, coming from a variety of higher education institutions, academic disciplines, and cultural backgrounds, met together over a three-year period to discuss the present and future of doctoral education and training in the field of education. Their hope was that the product of their discussions would enable educators and policy makers around the world to rethink, restructure, and even design new programs to prepare the rising generation of educational researchers in their countries. These differences in academic, national, and institutional perspectives led to a variety of ways, even conflicting ones, in which the quality of doctoral education and training could be improved. Based on our discussion, we came to the conclusion that there are no universal solutions to the problems involved in setting up and operating a quality doctoral program. Rather, educators would be wise to be aware of the alternatives at their disposal and make informed choices based on an understanding of the larger societal and political contexts in their states, regions, or nations. To facilitate this decision-making process, we have chosen to conclude with a set of key questions that should be addressed by those seeking to examine and improve their doctoral programs in education and briefly describe some of the alternative ways of answering these questions. Instead of passively absorbing a unified position, then, the reader is invited to join the dialogue that has taken place (and is still taking place) between and among the authors. To exemplify such a dialogue, each chapter is followed by one or two commentaries written by members of the group. We would encourage the reader to write commentaries on the individual chapters (and perhaps the commentaries), thereby engaging in a dialogue with the authors on a fairly personal level.

Across diverse nations, the commonalities are striking. The challenge going forward is to expand on this study's scope, theory, and evidence to bring education into the heart of comparative politics.

Drawn from campesino ranks and meant to cultivate state allegiance, their graduates would facilitate land distribution, organize civic festivals, and promote hygiene campaigns. In Unintended Lessons of Revolution, Tanalís Padilla traces the history of the rural normales, showing how they became sites of radical politics. As Padilla demonstrates, the popular longings that drove the Mexican Revolution permeated these schools. By the 1930s, ideas about land reform, education for the poor, community leadership, and socialism shaped their institutional logic. Over the coming decades, the tensions between state consolidation and revolutionary justice produced a telling contradiction: the very schools meant to constitute a loyal citizenry became hubs of radicalization against a government that increasingly abandoned its commitment to social justice. Crafting a story of struggle and state repression, Padilla illuminates education's radical possibilities and the nature of political consciousness for youths whose changing identity—from campesinos, to students, to teachers—speaks to Mexico’s twentieth-century transformations.
