Unavoidable Industrial Restructuring in Latin America compares the development path of Latin America with that of the East Asian newly industrialized countries (NICs), the United States, and Europe in the 1970s and 1980s to show the national policies and international cooperation necessary to set Latin American countries on the road to healthy economies. Fernando Fajnzylber argues that technological and industrial progress is the driving force of a positive relationship among dynamism, competitiveness, austerity, and equity. Latin America's failure to master this technological progress underlies its economic difficulties. To overcome the inheritance of past mistakes, the author maintains, Latin America must undergo not only macroeconomic stabilization and a reduction of the debt burden, but also a complete transformation of the production structure. The role of the state and the institutional setup need to be modified and new social and sectoral policies devised. Fajnzylber sees this radical restructuring as an unavoidable step if Latin America is ever to achieve a workable balance between growth and equity.

Book excerpt: Chile, which suffering from many of the same social and economic problems that afflict other Latin American countries, has enjoyed remarkable political stability. With the exception of one brief interlude, Chile has been governed by elected rules for half a century. The feature of Chilean development that explains its exceptional nature in contrast to the rest of Latin America is the special role of the bureaucracy, which functions as a broker for the conflicting demands of both the new and the traditional groups. Yet a strong dichotomy is evident between the entrepreneurial and bureaucratic elites, which have benefited and participated in the dominant society, and the peasantry, which has been largely exploited and excluded from the polity. Petras finds that the attempts to develop a dynamic industrial society in Chile have so far ailed. Chronic problems of slow economic growth and a rigid social system have been managed through a delicate system of political balances involving established parties and interest groups. While this arrangement has contributed to Chile's stability, it has also served to delay the entry of the peasantry and urban lower class into the polity, and as these groups do enter the political arena, they do so as radicals, increasingly hostile to established leaders and institutions. Working with fresh data, Petras considers virtually every aspect of Chile's social, political, and economic development, including industrialization and the roles of the right wing, the middle class, the peasantry, and the bureaucracy; and he gives detailed consideration to the programs and behavior of the Popular Action Front (FRAP) and the Christian Democratic party. In his final chapter,the author hazards a number of predictions concerning the future course of Chilean politics. He anticipates that the present trend toward basic social change will continue and that this will include limitation of the powers and prerogatives of the rich, a greater role for the government in planning and directing the economy, and some outright expropriation. In the long run, a realignment of major politcal forces is probably, with the likely result that opposition to reform will increase. The heavy involvement of North American firms in the Chilean copper-mining industry could lead to a conflict between a national-popular government in the United States. Book excerpt: The industrialization process in Mexico began before that of any other nation in Latin America except Argentina, with the most rapid expansion of new industrial firms occurring in the 1930s and 1940s, and import substitution in capital goods evident as early as the late 1930s. Though Mexico’s trade relations have always been dependent on the United States, successive Mexican presidents in the postwar period attempted to control the penetration of foreign capital into Mexican markets. In Industry, the State, and Public Policy in Mexico, Dale Story, recognizing the significance of the Mexican industrial sector, analyzes the political and economic role of industrial entrepreneurs in postwar Mexico. He uses two original data sets—industrial production data for 1929–1983 and a survey of the political attitudes of leaders of the two most important industrial organizations in Mexico—to address two major theoretical arguments relating to Latin American development: the meaning of late and dependent development and the nature of the authoritarian state. Story accepts the general relevance of these themes to Mexico but asserts that the country is an important variant of both. With regard to the authoritarian thesis, the Mexican authoritarian state has demonstrated some crucial distinctions, especially between popular and elite sectors. The incorporation of the popular sector groups has closely fit the characteristics of authoritarianism, but the elite sectors have operated fairly independently of state controls, and the government has employed incentives or inducements to try to win their cooperation. In short, industrialists have performed important functions, not only in accumulating capital and organizing economic enterprises but also by bringing together the forces of social change. Industrial entrepreneurs have emerged as a major force influencing the politics of growth, and the public policy arena has become a primary focus of attention for industrialists since the end of World War II.
