Book excerpt: Is war necessary? In Peace and War prominent anthropologists and other social scientists explore the cultural and social factors leading to war. They analyze the covert causes of war from a cross-cultural perspective: ideologies that dispose people to war; underlying patterns of social relationships that help institutionalize war; and the cultural systems of military establishments. Overt causes of war—environmental factors like the control of scarce resources, advantageous territories, and technologies, or promoting the welfare of people “like” oneself—are also considered. The authors examine anthropologists’ role in policy formation—how their theories on the nature of culture and society help those who deal with global problems on a day-to-day basis. They argue that both covert and overt mechanisms are pushing the world closer to a devastating war and offer strategies to weaken the effects of these mechanisms. This anthropological and historical analysis of the causes of war is a valuable resource for those studying war and those trying to understand the place of social science in framing pacific options.

Book excerpt: Plan Colombia was an ambitious, multibillion dollar program of American aid to the country of Colombia to fight that nation's recreational drug industry. First signed into law by President Clinton in 2000, the program would, over a twelve year period, provide the Colombian government with more money than every other country in the region. But how successful was Plan Colombia, and is it a model worthwhile in applying to other countries? In The Losing War, Jonathan D. Rosen applies international relations theory to understand how the goals and objectives of Plan Colombia evolved over time, particularly after the events of 9/11. Various individuals, including Álvaro Uribe, the president of Colombia from 2002–2010, and George W. Bush, argued that Plan Colombia should be used as a model to help other countries combat drug trafficking. Plan Colombia was not mentioned in the Obama administration's 2011 budget proposal and no longer exists today. Rosen concludes that the policy failed to make substantial inroads in curtailing drug cultivation, production, or trafficking, thus calling into question the value of applying the same strategy to other countries, such as Mexico, in the present or future.

These reforms dramatically transformed the way these countries provide retirement income, and they provoked widespread protests from workers and pensioners alike. Retiring the State represents the first book-length study of the origins of this surprising trend. Drawing on original field research, including interviews with key policymakers, Madrid argues that the recent reforms were driven not by social policy, but by macroeconomic concerns. Countries facing growing financial pressures chose to privatize their pension systems largely to boost their domestic savings rates and reduce public pension spending in the long run. The author explores his arguments through detailed case studies of pension reform in Argentina, Brazil, and Mexico, a survey of social security privatization efforts in East Europe and Latin America as a whole, and a quantitative analysis of pension privatization worldwide.

Just warming is only a reductionist analysis of the issue. Development is seen now in productive harmony with nature, without undermining the very foundations of civilization. With an extensive knowledge of the authors who have made the ecological thinking trends of our time, Calderón contextualizes Gaviotas in the present world highlighting its conceptual contributions and its innovative achievements, always pointing to a decent lifestyle without denying the modernity.

Book excerpt: Over the last few decades, drug trafficking organizations in Latin America became infamous for their shocking public crimes, from narcoterrorist assaults on the Colombian political system in the 1980s to the more recent wave of beheadings in Mexico. However, while these highly visible forms of public violence dominate headlines, they are neither the most common form of drug violence nor simply the result of brutality. Rather, they stem from structural conditions that vary from country to country and from era to era. In The Politics of Drug Violence, Angelica Dur n-Mart nez shows how variation in drug violence results from the complex relationship between state power and criminal competition. Drawing on remarkably extensive fieldwork, this book compares five cities that have been home to major trafficking organizations for the past four decades: Cali and Medell n in Colombia, and Ciudad Ju rez, Culiac n, and Tijuana in Mexico. She shows that violence escalates when trafficking organizations compete and the state security apparatus is fragmented. However, when the criminal market is monopolized and the state security apparatus cohesive, violence tends to be more hidden and less frequent. The size of drug profits does not determine violence levels, and neither does the degree of state weakness. Rather, the forms and scale of violent crime derive primarily from the interplay between marketplace competition and state cohesiveness. An unprecedentedly rich empirical account of one of the worst problems of our era, the book will reshape our understanding of the forces driving organized criminal violence in Latin America and elsewhere.
