Book excerpt: This is a story about governance in Mexico after the labor and environmental accords—called "side agreements"—that accompanied the NAFTA treaty went into effect. These side agreements required member states to uphold and enforce their labor and environmental laws; though never codified, it was widely accepted that Mexico, in particular, had a problem with law enforcement. Side Effects explores how differences in institutional design (of the side agreements) and domestic capacity (between the labor and environment sectors) influenced norm socialization in Mexico. It argues that the acceptance of rule-of-law norms in environmental governance can be attributed to participating institutions' independence from national control, their willingness to give citizens access, and the professionalization and technical capacity of domestic bureaucrats and civil society actors. Changes in labor governance have been hampered by union confederations, longstanding corruption, and a closed opportunity structure. Going beyond a simple accounting exercise of resources devoted to enforcing the law, this book comes to grips with how best to strengthen local capacity and promote pro-norm behavior—advances essential to the task of development and democratization.

Bringing together legal scholars from the Global South and the Global North, it examines these questions in the context of national, transnational and international law, within single and plural legal systems, and across a range of sector-specific issue areas. The chapters identify how traditional legal disciplines (e.g. constitutional law, consumer law, public procurement, international public law), sector-related regulation (e.g. energy, water, waste), and legal rules in specific areas (e.g. eco-labelling and packing) engage with the concept of sustainable consumption. A number of the contributions describe this relationship by isolating a national legal system, while others approach it from the vantage point of legal pluralism, exploring the conflicts and convergences of rules between multiple international treaties (or guidelines) and those between the rules of international and transnational law (or both) vis-à-vis national legal systems. While sustainable consumption is recognised as an important field of interdisciplinary research linking virtually all social science disciplines, legal scholarship, in contrast, has neglected the importance of the field of sustainable consumption to the law. This book fills the gap.

Book excerpt: This book presents oral histories, collective dialogues, and analyses of rural and indigenous livelihoods facing global socio-environmental regime change in Latin America (LA). Since the late twentieth century, rural and indigenous producers in LA, including agriculturists, coffee-growers, as well as small-scale farmers/fishers, and others, have had to resist, cope with, or adapt to a range of neoliberal socio-environmental regimes that impact their territories and associated resources, including water, production systems and ultimately their cultural traditions. In response, rural producers are using local visions and innovation niches to decide what, when, and how to resist, cope with uncertainty, and still be successful in using their customary laws to retain their land rights and livelihoods. This book presents a range of ethnically diverse case studies from LA, which addresses socio-environmental, educational, and law regimes’ effects using transdisciplinary research approaches in rural, traditional and indigenous production systems. Based on both, the results and insights gained into how producers are resisting and adapting to these regimes, as well as decades of research carried out in LA rural territories by the participating authors, the book puts forward a baseline for devising new public policies that are better suited to the real challenges of livelihoods, poverty, and environmental degradation in LA. These recommendations are rooted in post-development thinking; they promote territorial public policy with social inclusion and a human’s rights approach. The book draws on over 20 years of research carried out by LA’s academics and their undergraduate and graduate students who have addressed collaborative work, participatory research, and transdisciplinary approaches with rural commons and communities in LA. It features 19 case studies, with contributions from Argentina, Bolivia, Brazil, Colombia, Cuba, Honduras, and Mexico.

Cultural, economic, and political circumstances vary enormously across this vast geography of some 170 countries and territories. The regions not only harbor the world's poorest countries but their human populations are growing disproportionally faster than in temperate zones. Some countries are developing rapidly -- Brazil, China, India, and Mexico being obvious examples, while others still remain in the poverty trap. This region contains an astonishing proportion of global biodiversity; some 90% of plant and animal species by some measures. Its contribution to human well-being is astounding. It was the birthplace for our species; and it hosts a myriad of plant and animal species which products feed us, keep us healthy, and supply us with a variety of material goods. The tropics and subtropics are also a natural laboratory where some of humanity's most important scientific discoveries have been made. Such biodiversity has enormous implications for research priorities, capacity building, and policy to address the challenges of conserving this region. Tropical Conservation: Perspectives on Local and Global Priorities drew the majority of its contributors from this growing pool of scientists and practitioners working in Latin America, Africa, and Asia. It introduces important conservation concepts and illustrates their application as the authors directly capture real world experiences in their home countries in preventing biodiversity loss and sustaining ecological health. Today, no part of the world can be viewed in isolation, and we further codify and integrate a range of approaches for addressing global threats to nature and environmental sustainability, including climate change and emerging diseases. Today we know that "biological diversity is a global asset of incalculable value to present and future generations" (Kofi Annan). Biodiversity is spread unequally over the world: in fact, the main share of biological resources worldwide is harboured predominantly by the so-called developing countries in the tropics and sub tropics. Therefore, Biodiversity - A Challenge for Development Research and Policy was chosen as the title for an international conference which was held in Bonn in 1997 as one of the first major events organized by the then newly established North-South Centre for Development Research (ZEF) at Rheinische Friedrich-Wilhelms-Universitat Bonn (Germany). Since the ZEF, founded by the Senate of the University of Bonn in 1995, has played a central role in turning Bonn into a centre for international cooperation and North-South dialogue. The Centre is a product of the Bonn Berlin agreement of July 1994 which was adopted to offset the effects caused by the Parliament and much of the Government moving to Berlin. It fits in well with the double strategy to strengthen Bonn's position as an interna tional science arena and as an eminent place for development policy and the national and supranational agencies dealing with this issue.

The author endeavors herein to clarify some of the strategies that industrial agribusiness, in collusion with the state and multilateral structures, sets in motion in order to functionalize the lives of millions of farmers, so that their bodies, enunciations, and sensibilities can be repurposed in accordance with the dynamics of capital accumulation. The argument is based on the idea that agro-extractivism cannot be thought of exclusively as an economic-political and technological system, but as a complex interweaving of cultural meanings, aesthetics, and affections, which, amalgamated under the abstract name of "development", act as a support for the whole system's scaffolding. The book also explores the other side of the coin, describing how, and under what conditions, social movements are responding to the calamities generated by this model. The central thesis is that many ongoing agroecological processes are providing one of the most interesting guidelines at present for visualizing transitions towards post-development, post-extractivism, and the construction of multiple worlds beyond the sphere of capital. Political ecology of agriculture joins the calls that question the cultural project of modernity and the predatory sense imposed by the globalized food empire, and invites recognition of the importance of agroecology in the context of the end of the fossil-fuel era and the likely collapse of our industry-based civilization.
