Su puesta en marcha supone diversos retos, y se presenta como un momento propicio para la reflexión: por un lado, sobre el encaje conceptual entre desarrollo, sostenibilidad ambiental y derechos humanos, su evolución y significado actual; por otro, sobre la validez y la aportación que las políticas de cooperación internacional para el desarrollo pueden ofrecer al proceso. La presente investigación se plantea, en una primera parte teórica (capítulos 1, 2 y 3), la relación entre los problemas ambientales y el desarrollo, la consideración del medio ambiente desde los derechos humanos, y el surgimiento del derecho humano al medio ambiente sano. En la segunda parte, analizará la asimilación de los derechos humanos y de las consideraciones medioambientales en las políticas de cooperación para el desarrollo de los países donantes de la OCDE/CAD, a través del enfoque de derechos humanos, por un lado, y de la sostenibilidad ambiental, por otro. Para finalizar se profundizará en el caso de la cooperación española.

Book excerpt: Este trabajo es producto del trabajo en las cátedras "Políticas Ambiental" y "Gestión Ambiental" de la Licenciatura en Ambiente y Energías Renovables y de la Licenciatura en Desarrollo Local Regional, respectivamente. En tal sentido, se constituye en un material didáctico que abreva en otras investigaciones y debates no sólo del campo ambiental sino, además, de la ciencia política, la economía política y las relaciones internacionales. Desde un primer momento la obra evita posicionamientos puramente técnicos o neutrales para, al mismo tiempo que identifica diferentes abordajes de las políticas ambientales, explicita el enfoque latinoamericano y crítica de la causa ambiental. A partir de ello, se lleva adelante una historización política en donde el antagonismo Norte-Sur es el criterio que sirve de base para la periodización y análisis de la política ambiental internacional de los últimos 50 años. Específicamente se hace énfasis en lo ambiental como un aspecto que se funde o se anuda a procesos económicos y políticos globales, transnacionales, regionales, nacionales y locales, antes que como una mera "dimensión" del desarrollo y las políticas.

La actual situación medioambiental y la posición del hombre frente a ella nos demuestra que el recién reconocido derecho humano al medio ambiente sano debe ser integrado con los demás derechos que regulan situaciones que lo afectan o podrán llegar a afectarlo. Entonces, la integración con el derecho de inversiones es inevitable. Mantener una visión aislada de los dos regímenes desconoce no solo la evolución del derecho, sino la urgente necesidad de proteger el medio ambiente y, por ende, el derecho que todo ser humano tiene a gozar de este de una manera sana. Por tanto, deben hallarse nuevos actores y nuevas formas de protección para lograr un equilibrio entre ambos.
