Much as they do in the United States, such tensions still endure in Mexico, despite the centralising effect of the Mexican Revolution of 1910–20. Timothy E. Anna turns his attention upon the crucial postindependence period of 1821–35 to understand both the theoretical and the practical causes of the development of this polarity. He attempts to determine how much influence can be ascribed to such causes as the model of the United States, the effect of European thinkers, and the shifting self-interest of various leaders and groups in Mexican society. The result is a nuanced and thoughtful analysis of the development of one of the defining characteristics of the Mexican nation: regional power and sovereignty of the state. As this book shows commerce continued and expanded on the West Coast, but because of political difficulties much of the trade was conducted as contraband. The very scale of the business belies the impression that Mexico was, in economic terms, standing still. On the West Coast, the availability of silver, both for export and to pay for imports, led to the organization of an expanding import-export trade that persisted throughout the period here considered, despite unpredictable economic policies and consistent political turbulence. The region became part of the expanding global economy of the first half of the nineteenth century, and, when circumstances permitted, the entrepreneurs who organized the trade made tentative steps toward moving beyond commerce to manufacturing. Times were never easy but neither were they static.

Often viewed as a revolt or a coup d'état, these pronunciamientos were actually a complex form of insurrectionary action that relied first on the proclamation and circulation of a plan that listed the petitioners' demands and then on endorsement by copycat pronunciamientos that forced the authorities, be they national or regional, to the negotiating table. In Independent Mexico, Will Fowler provides a comprehensive overview of the pronunciamiento practice following the Plan of Iguala. This fourth and final installment in, and culmination of, a larger exploration of the pronunciamiento highlights the extent to which this model of political contestation evolved. The result of more than three decades of pronunciamiento politics was the bloody Civil War of the Reforma (1858-60) and the ensuing French Intervention (1862-67). Given the frequency and importance of the pronunciamiento, this book is also a concise political history of independent Mexico.

The standard narrative of nineteenth-century imperialism in Latin America is one of US expansion and British informal influence. However, it was France, not Britain, which made the most concerted effort to counter US power through Louis-Napoléon’s military intervention in Mexico, begun in 1862, which created an empire on the North American continent under the Habsburg Archduke Ferdinand Maximilian. Despite its significance to French and Latin American history, this French imperial project is invariably described as an “illusion”, an “adventure” or a “mirage”. This book challenges these conclusions and places the French intervention in Mexico within the context of informal empire. It analyses French and Mexican ideas about monarchy in Latin America; responses to US expansion and the development of anti-Americanism and pan-Latinism; the consolidation of Mexican conservatism; and, finally, the collaboration of some Mexican elites with French imperialism. An important dimension of the relationship between Mexico and France, explored in the book, is the transatlantic and transnational context in which it developed, where competing conceptions of Mexico and France as nations, the role of Europe and the United States in the Americas and the idea of Latin America itself were challenged and debated.

Book excerpt: The British Book Trade and Spanish American Independence is a pioneering study of the export of books from Britain to early-independent Spanish America, which considers all phases of production, distribution, reading, and re-writing of British books in the region, and explores the role that these works played in the formation of national identities in the new countries. Analysing in particular the publishing house of Rudolph Ackermann, which dominated the export of British books in Spanish to the former colonies in the 1820s, it discusses the ways in which the printed form of these publications affected the knowledge conveyed by them. After a survey of the peculiar characteristics of print culture in early-independent Spanish America and the trends in the import of European books in the region, the author examines the operation of Ackermann's publishing enterprise. She shows how the collaborative nature of this enterprise, involving a number of Spanish American diplomats as sponsors and Spanish exiles as writers and translators, shaped the characteristics of its publications, and how the notion of 'useful knowledge' conveyed by them was deployed in the service of both commercial and educational concerns. The hitherto unexplored mechanisms of book import, distribution, wholesale and retailing in Spanish America in the 1820s are also analysed as is the way in which the significance of the knowledge transmitted by those books shifted in the course of their production and distribution. The author examines how the question-and-answer form of Ackermann's textbooks constrained both publishers and writers and oriented their readers' relation with the texts. She then looks at the various ways in which foreign knowledge was appropriated in the construction of individual, social, national, and continental identities; this is done through the study of a number of individual reading experiences and through the analysis of the editions and adaptations of Ackermann's textbooks during the nineteenth century.
