Whereas by our Proclamation, bearing date the ninth day of March last, we thought fit by and with the advice of our Executive Council to Prorogue our Provincial Parliament until the sixteenth day of this present month of April, at which time in our Town of York you were held and constrained to appear. But we taking into our Royal consideration the ease and convenience of our loving subjects, have thought fit, by and with the advice of our Executive Council, to relieve you and each of you of your attendance at the time aforesaid, hereby convoking, and by these presents enjoining you and each of you, that on the twenty-fourth day of May next ensuing you meet us in our Provincial Parliament in our Town of York, there to take into consideration the state and welfare of our Province of Upper Canada, and therein to do as may seem necessary. Herein fail not. In Testimony Whereof we have caused, these our letters to be made patent, and the Great Seal of our said province to be hereunto affixed. Witness our trusty and well beloved Peter Hunter, Esquire, our Lieutenant Governor of our said Province, and Lieutenant General Commanding our Forces in our Provinces of Upper and Lower Canada, at York this Tenth day of April, in the year of Our Lord, One thousand, eight Hundred and four, and in the Forty-fourth year of our Reign. Since the appearance of the Sixth Report it has been suggested that the Journals ought to be accompanied by a more or less extensive commentary. It should be borne in mind, however, that the object in view is not to furnish an annotated copy, and having regard to the strictly official character of these records, the Provincial Archivist does not feel he would be justified in departing from the rule generally observed in such cases. The text will be found to be fairly free from obscure passages requiring explanations. Eeve in the case of different spellings of the same personal name - an age honoured practice - a text, as a rule, should be reproduced in its original form. The relations to each other of the two branches of the Parliament, the Legislative Assembly and the Legislative Council, as disclosed in the Journals, will be found of special interest at the present time of constitutional changes within the British Empire. It may be incidentally mentioned that the canvas in each case is expansive, measuring eight feet in length and five feet four inches in height. Book excerpt: Excerpt from Eighteenth Report of the Department of Public Records and Archives of Ontario, 1929 Following last year's Report in due sequence, this volume, the eighteenth in the series, contains, in the main, original documents concerning the peopling of the Province of Upper Canada in the epochal years from 1792 to 1796, covering the entire Administration of John Graves Simcoe, first Lieutenant Governor of the Province. In 1791 the Province of Quebec was divided into Upper and Lower Canada, each Province having its own legislature and separate government. Colonel Simcoe was detained at Quebec on account of the non-arrival of the appointed members of the Executive Council, without a quorum of which he could not be sworn in nor enter upon his official duties. It is a curious co incidence that on his departure from Canada in 1796 he was again delayed at Quebec for a considerable time owing to an unexpected interruption of his sailing arrangements. In this enforced interval, Simcoe was engaged in planning the structure of government for the Province-the social and institutional life of which he was the inspirer and real founder; so that on his arrival at Kingston early in the month of July, 1792, he was ready, without delay, to take up the work of his office. The Executive Council was at once organized. The first members to be sworn in were William Osgoode and Peter Russell. The Council thus constituted tendered the oaths to His Excellency. The oaths administered at that time may be referred to in Appendix II. Then began the daily meetings, the record of which bears testimony to the unceasing activity and to the thoroughness with which, to the minutest detail, the arduous duties of the Lieutenant Governor were discharged.
