Book excerpt: Excerpt from Biennial Report of the Highway Commissioner to the Governor: For the Years Ended December 31, 1907 and 1908, Including State Specifications and Public Laws Governing Town Management of Highways Under this law, the yearly appropriation was increased to one hundred and seventy-five thousand dollars making a total of three hundred and fifty thousand dollars for the two years, to be used for general work. It having been found, under the law of 1897, that while towns having a large grand list experienced no difficulty in taking care of their obligations in accepting State aid, quite a hard ship was imposed on towns not so strong financially, in dis charging their obligations. So the basis of award of the State appropriation was changed. In all towns having a grand list of over one million dollars the State contributed two-thirds of the expense, while in towns having a grand list of less than one million dollars the State's contribution was three - fourths. The maximum amount to be expended by any one town in any one year was not to exceed forty-five hundred dollars The law also provided that towns should pay contractors for the work as it progressed, the State to reimburse the towns, to the extent of its obligation,8 highway commissioner's biennial report, 1907508. Book excerpt: Excerpt from Fifth Biennial Report of the State Highway Commissioner, for the Two Fiscal Years Ending June 30, 1914 During the first year, Hon. Townsend A. Ely was commissioner, and during the second year, the writer, who had previously served as deputy commissioner for eight years, was at the head of the department. The first year saw but few changes in the kind and character of the work from that of former years, and was mainly notable for the rapid increase in the mileage of state rewarded roads. Five hundred twenty three miles of road were accepted for state reward, making a grand total of miles on June 30th, 1913. In other words, nearly 30% of all the roads, which had been built for state aid in the past eight years, were constructed during this year. The entire working force of the department up to near the close of that year consisted of the commissioner, his deputy (civil engineer), two engineer-inspectors and a stenographer. The second, or last fiscal year, covered by this report marks a vast change in the kind and amount of work performed, due partly to amendments to the former state reward road law, but mainly to the passage of the so-called Trunk Line Act. In this connection, we wish to express our appreciation of the courteous treatment and consideration that has been accorded us by the state highway department, whose suggestions have been of material aid to us. MUSKEGON COUNTY. (From Muskegon News, Nov. 10, 1908.) Muskegon county, the Prance of Michigan, is in the chief good roads section of the state and is an example for other counties and states for its fine country thoroughfares. One of the first to adopt the county good roads law, it can be safely said that this county leads the state in this improvement which means so much to the people, and for this reason is becoming one of the most important questions of modern civilization. At the present time with work for this season at a standstill, there are 80 miles of roads either already constructed or under the course of building. Much of this, however, is in need of constant improvement and repair. Out of this mileage a total of nine miles of macadam road according to the state specifications has been laid, of which six and a quarter miles have appeared during the present season. The eighty miles is the total of so called county roads which has been selected by the board of supervisors from the hundreds of miles of country road throughout the county. Two years after its passage the board of supervisors adopted the county road law. The state law provides that a county road law may be established by a vote of the electors of the county.
