The year of 1918 will go down in history as one in which there have been many changes. Our country having entered into the conflict to assist in making this world a fitting place in which to live and where true Democracy may prevail, we may well be proud of the results that have been attained and the part that we. as Americans, have taken in affairs to reach the desired results. Rochester has great reason to be proud of its part in this work. Three hundred and forty-seven of our boys have entered the service and have done their part in one way or another. Some of them are buried in the fields of France. While we regret their loss yet we should ever keep their memory green in our hearts. I would suggest that when the boys come home or when there are enough home to make it an object that our citizens should do something to celebrate their homecoming and to show our appreciation of their efforts for the cause of Liberty and right. During the past year it has been impossible to do all that was planned at the first of the year, but there has been much done that does not make a showing until the reports are printed. Book excerpt: Excerpt from Fifteenth Annual Report of the City of Rochester, New Hampshire: For the Year Ending December 31st, 1906 Now as I have said before, in my inaugural several years ago, and I firmly believe now that it is of vital importance to the city to-day as well as to the future, whether the tax rate be two or two-twenty or two-forty per cent. I think every per manent improvement should be bonded, so that this generation will pay a part and our posterity a part. Why should not the future generation assist in paying for the improvements which benefit them as well as us: such as school houses, public library, fire stations, city building, iron bridges, etc.? I be lieve in business principles: that what is important should be carefully considered, and what is necessary should be under taken without delay. Whatever permanent improvements are essential, I am heartily in favor of, but beyond this we should not go; for you must look out and not make permanent improvements so fast that the interest on your entire city debt, figured with the regular running expenses of your city, will bring the tax rate up to such a high rate of taxation that it will be a burden to property holders and the business of our city in general; for if you do, it will be hard to get new business, and but few, if any, will build new buildings to be taxed for. I believe we should be as liberal as possible to all business enterprises, for business is what builds up the city. I do not mean by this to exempt them entirely from taxation. All of us except the full-blooded Indians are immigrants or descendants of immigrants. A portion of these settlers came from the section of New Hampshire which is now Dover, and the township was composed of approximately sixty families. We learn from early history that our early settlers had their many difficulties, as this was an area where the Indians traveled from Great Bay to Winnipesaukee and the north coun try; and a great deal of time was taken for the building of garrisons and the clearing of land. This was a period which lasted for many years, when the thrill of horror ran through the community, caused by Indian attacks and by hard labor from the improving of land to make an agricultural area. At this time in beginning our thirty-fourth year as a city it will be best for us to look back upon the past a moment that we may get a better insight into the future. It is not my intention to assume all the credit for the success accomplished in the past year, because my committees have supported me most loyally in all cases. Whatever success may be attributed to this administration should be shared by all who participated in the government of the City. During the year our City has been improved to some extent. We have laid nineteen thousand eight hundred and eighty-two square yards of hot top on our City streets. Portland street has been graded and one coat of oil applied with very little expense. Sometime during the coming year, a good road can be made the entire length. Our rural roads have been kept in good repair throughout the summer.
