Book excerpt: In recognition of the fact that billions of people in the developing world do not have access to clean energies, the United Nations launched the Sustainable Energy for All Initiative to achieve universal energy access by 2030. Although electricity grid extension remains the most prevalent way of providing access, it is now recognized that the central grid is unlikely to reach many remote areas in the near future. At the same time, individual solutions like solar home systems tend to provide very limited services to consumers. Mini-grids offer an alternative by combining the benefits of a grid-based solution with the potential for harnessing renewable energies at the local level. The purpose of this book is to provide in-depth coverage of the use of mini-grids for rural electrification in developing countries, taking into account the technical, economic, environmental and governance dimensions and presenting case studies from South Asia. This book reports on research carried out by a consortium of British and Indian researchers on off-grid electrification in South Asia. It provides state-of-the art technical knowledge on mini-grids and micro-grids including renewable energy integration (or green mini-grids), smart systems for integration with the central grid, and standardization of systems. It also presents essential analytical frameworks and approaches that can be used to analyze the mini-grids comprehensively including their techno-economic aspects, financial viability and regulatory issues. The case studies drawn from South Asia demonstrate the application of the framework and showcase various successful efforts to promote mini-grids in the region. It also reports on the design and implementation of a demonstration project carried out by the team in a cluster of villages in Odisha (India). Book excerpt: Consumer (co-)ownership in renewable energy (RE) is essential to the overall success of Energy Transition. In June 2018, the European Union agreed on a corresponding enabling framework as part of a recast of the Renewable Energy Directive (RED II). The transposition of these comprehensive rules – in particular those on local RE communities – requires developing, implementing and rolling out business models that broaden the capital participation of consumers. The challenge is to include municipalities and/or commercial investors like SMEs and advance to economies of scale while retaining the benefits of individual consumer participation. This book is addressed to energy consumers in local communities, their municipalities and to the policy makers who represent them. Additionally, non-EU countries, in particular those where rural areas have limited access to energy, e.g. in Asia, Africa and Latin America, may be interested in the benefits of consumer ownership. While demand for energy in developing countries is growing, access to energy is crucial for improving the quality of life. The editor of this book presents a new model of consumer ownership in RE for both the EU and countries worldwide. Part One describes the rationale for consumer ownership in RE with regard to social, organizational, legal and financial conditions. Part Two discusses the issue of financing RE and introduces a new financing technique, the Consumer Stock Ownership Plan (CSOP), comparing it to traditional models. Part Three provides 18 country studies from Europe, North America, South America and Asia, organized so as to enable a cross-country comparison of policy approaches and feasibility. Policy recommendations are based on the results of this survey. It consists of a collection of 35 essays written in Scotland around the end of the 20th century and the start of the present 21st century. Some of these are directly concerned with Scotland, some are not. Some are documentary in character, others are fictional. The first essay is a memoir, in a spirit of fictionised reportage, of the last herring-fishery on the west coast of Scotland – a fishery in which the author took part as a trawler deck-hand. A second piece in the collection is a re-jig of Lady Gregory's famous little one-act play, The Rising of the Moon, which has been re-written and located in the post-Jacobite Highlands of 1746. One piece of extended and research-intensive journalism examines in detail the long record of landlord chicanery relating to popular access to the waters of Loch Morar in western Lochaber. Another piece draws extensively on French and Spanish resources to tell the story – so far as it can be told – of Duncan Stewart of Balquidder, private doctor to Le Roi Christophe, the famous monarch of post-revolutionary Haiti. Oysters from Sweetings, meanwhile, is a fictional comment on modern Scotland in the style of John Buchan. The collection ends with two newspaper editorials. One, from a post-war edition of the Scotsman newspaper, is fictional, and relates to the forced merger of the churches of Scotland and England. The other is the Times editorial from the 19th century, in which Scotland is castigated as a nation in want of a grievance.
