Book excerpt: This book’s main hypothesis is that Egypt’s large food subsidy system has been ineffective in reducing undernutrition; in fact, it may have contributed to sustaining and even aggravating both nutrition challenges. For a long time, the subsidy system provided only calorie-rich foods, at very low and constant prices and with quotas much above dietary recommendations. This system has created incentives to consume calorie-overladen and unbalanced diets, increasing the risks of child and maternal overnutrition and, at high subsidy levels, the risk of inadequate child nutrition. Moreover, the large public budget allocated to the food subsidies is unavailable for possibly more nutrition-beneficial spending, such as for child and maternal nutrition-specific interventions. The authors’ findings consistently suggest that—in addition to the well-known economic rationale for reforming the Egyptian food subsidy system—there are strong reasons to reform food subsidies due to nutrition and public health concerns. A fundamental food subsidy reform process has been under way since June 2014. The already-implemented changes can be expected to have reduced some incentives for overconsumption and may have positive dietary effects. However, further major reform efforts are needed to transform the current subsidy system into a key policy instrument in the fight against malnutrition. The findings of this book should be valuable to policy makers, analysts, development partners, and others concerned with improving food security and promoting healthy nutrition in Egypt and other developing countries with large social protection programs.

Book excerpt: The massive U.S. economic aid program for Egypt initiated in 1975 resulted in a bilateral aid relationship shaped by the interaction of political and development goals. In this study of the program's origins and consequences, Professor Weinbaum describes its scope and identifies the constraints that delayed and limited program implementation. The author discusses the modest U.S. leverage designed to encourage economic reforms and argues that far-reaching reforms could only be attained through a major change in Egypt's political structure. He finds that, despite its failure to make Egypt more economically self-reliant, U.S. assistance has enabled the country to attain a level of consumption and development planning possible with no other alternative. The profit to the United States results from the regime's moderate foreign policies and compatible views on strategic threats to the region. Despite the mutual benefits of this aid program, Professor Weinbaum concludes that the United States must display greater sensitivity to Egypt's political and economic problems if the "special relationship" is to survive through the 1980s.

Book excerpt: The agriculture sector is key for economic and social development, but the sector’s potential has not received enough attention from policy makers and stakeholders in the Middle East and North Africa (MENA) region. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. More specifically, the report provides answers to the following questions: • What development strategies and policies did governments in MENA put in place over the past three decades and how did they affect the performance of agriculture? • How did the structural characteristics of the MENA countries affect agricultural development and the economic transformation process in the region? • What did we learn from the past performance of agriculture? What should be the central elements guiding future agricultural policies? • What are elements of a new and sustainable development strategy in MENA countries? • What is the role of agriculture and agro-industries for development in MENA?
