The building sector is currently facing significant challenges connected to energy consumption, energy poverty and climate change effects. When studied in developing countries and vulnerable sectors of the population, these factors, which are commonplace in the tropics and the southern hemisphere, are interlinked and share a critical component: environmental comfort. Although progress has been made in environmental comfort through research and the development of standards and policies at the international level, in the Global South, where the countries with the highest levels of income inequality are concentrated, environmental comfort has its own characteristics and challenges that prevent a clear understanding from the established vision of the Global North. This book presents research, theories and techniques related to Thermal comfort, Indoor air quality, Visual comfort, and Acoustic comfort and its relationship with energy use and energy efficiency, seeking to address different barriers to environmental comfort. It shows how to improve the way buildings are designed and operated to promote healthier environmental conditions and more sustainable construction, by presenting studies and reflections carried out in the target geographical area: the Global South. In this way, this book contributes to developing the concept of environmental comfort, visualising how progress has been made in understanding it from a tropical and southern perspective, and posing common challenges. The book is intended for engineers, architects, and researchers of the built environment who are interested in environmental comfort and its influence on energy consumption, energy poverty, and other related factors in the Global South context. It is also a useful resource for decision-makers and public policy developers concerned with the indoor comfort of buildings. On the global scale, concern is focused on climate change due to greenhouse gas emissions, and on a national scale, atmospheric pollution produced by combustion processes is of concern. A possible approach is through the development of new ideas and innovative processes to the current practices. Among the available options, multi-generation processes such as the trigeneration cycle, battery storage system, solar power plants and heat pumps have been widely studied, as they potentially allow for greater efficiency, lower costs, and reduced emissions. On the other hand, some researchers had been working to increase the potential of energy generation process through heat recovery under the steam generator, organic Rankine cycle, and absorption chillers. In this Special Issue on "Thermal Systems” of fundamental or applied and numerical or experimental investigation, many new concepts in thermal systems and energy utilization were explored and published as original research papers in this “Special Issue”.

Book excerpt: This technical report discusses the findings and recommendations of the Climate Public Investment Management Assessment (PIMA) of Cabo Verde (CPV) undertaken in March 2023. Progress has been made in the development of a comprehensive climate change policy framework, spatial planning, coordination with municipalities and in planning for disaster risk financing. But coordination across the central government is weak with no institution positioned strategically to lead either adaptation or mitigation related investments. The regulatory and oversight framework for public enterprise (PEs) does not promote consistency between their climate-related investments and national climate policies while PEs are the main driver of public investment in Cabo Verde. The Public-Private Partnership (PPP) framework does not define how climate risks are allocated between the government and PPP partners, while the use of PPP is increasing. Investment project appraisal and selection practices do not exist. Climate-responsive spending in infrastructure is at a concept development stage but gender budgeting is a well-recognised practice. Ex post reviews or external audits of projects on climate outcomes are not conducted and climate impact is not integrated into public asset management. On these grounds, this report makes seven high-priority recommendations which could improve climate-related public investment management in Cabo Verde and support green and sustainable economic growth. In addition, the C-PIMA report informed the design of the reform measures for a recently approved Arrangement Under the Resilience and Sustainability Facility.
