Book excerpt: El fin de la guerra fría dejó al capitalismo como modelo triunfante y único, así, las instituciones antes mencionadas se fueron fortaleciendo y en el año de 1995, como resultado de la Ronda Uruguay del GATT surge la Organización Mundial del Comercio, la cual se convirtió en el primer organismo de carácter mundial que se ocupara de las normas que rigen el comercio entre los países. La OMC en un principio significó grandes avances en materia de comercio internacional, sin embargo, en la medida en que se amplió el número de países miembros y las materias negociables en dicha organización, el llegar a acuerdos se volvió una tarea ardua y cansada para los países. Fue así como los países miembros de la OMC decidieron que la mejor opción para resolver sus problemas comerciales de manera rápida y eficaz era negociar entre ellos tratados internacionales en materia comercial, los cuales estaban permitidos por dicha organización, iniciando así una nueva era de acuerdos regionales de libre comercio, zonas aduaneras y uniones económicas. El presente trabajo está enfocado a demostrar si realmente es más ventajoso para un país negociar Acuerdos de Libre Comercio bilaterales que negociar en un foro multilateral, también intentará demostrar para qué país es más ventajoso el recurrir a alguno de estos medios ya que puede ser que a uno le beneficie en exceso y que para el otro no signifique un gran avance para aumentar su desarrollo económico. Para lograr estos objetivos, se utilizará el Acuerdo de Asociación Económica firmado recientemente entre México y Japón, analizándose cómo eran las relaciones comerciales entre estos países antes de la firma del Tratado, cómo fueron las negociaciones del acuerdo y los resultados a los que se llegaron a través de las mismas, es decir, el texto del acuerdo; todo esto no sin antes presentar un análisis que explique el nuevo sistema comercial internacional y siempre estableciendo el porqué se optó por firmar dicho acuerdo y no por dejar que se resol.
