Book excerpt: This book evolved from lectures, courses and workshops on missing data and small-area estimation that I presented during my tenure as the ?rst C- pion Fellow (2000–2002). For the Fellowship I proposed these two topics as areas in which the academic statistics could contribute to the development of government statistics, in exchange for access to the operational details and background that would inform the direction and sharpen the focus of a- demic research. After a few years of involvement, I have come to realise that the separation of ‘academic’ and ‘industrial’ statistics is not well suited to either party, and their integration is the key to progress in both branches. Most of the work on this monograph was done while I was a visiting l- turer at Massey University, Palmerston North, New Zealand. The hospitality and stimulating academic environment of their Institute of Information S- ence and Technology is gratefully acknowledged. Sam Efromovich is the Endowed Professor of Mathematical Sciences and the Head of the Actuarial Program at the University of Texas at Dallas. He is well known for his work on the theory and application of nonparametric curve estimation and is the author of Nonparametric Curve Estimation: Methods, Theory, and Applications. Professor Sam Efromovich is a Fellow of the Institute of Mathematical Statistics and the American Statistical Association.

The first eleven conferences addressed ecosystems, epidemiology, energy, environmental health, time series and ecological processes, energy and health, energy conversion and fluid mechanics, environmental epidemiology: risk assessment, atomic bomb survival data: utilization and analysis, modem statistical methods in chronic disease epidemiology and scientific issues in quantitative cancer risk assess ment. These Proceedings are a result of the twelfth conference on Statistical Methodology for Study of the AIDS Epidemic which was held in 1991 at the Mathematical Sciences Research Institute, Berkeley, California. For five days, 45 speakers and observers contributed their expertise in the relevant biology and statistics. The presentations were timely and the discussion was both enlightening and at times spirited. Members of the Program Committee for the Conference were Klaus Dietz (University of Tiibingen, Germany), Vernon T. Farewell (University of Waterloo, Ontario), and Nicholas P. Simple ad-hoc fixes, like deletion or mean imputation, only work under highly restrictive conditions, which are often not met in practice. Multiple imputation replaces each missing value by multiple plausible values. The variability between these replacements reflects our ignorance of the true (but missing) value. Each of the completed data set is then analyzed by standard methods, and the results are pooled to obtain unbiased estimates with correct confidence intervals. Multiple imputation is a general approach that also inspires novel solutions to old problems by reformulating the task at hand as a missing-data problem. This is the second edition of a popular book on multiple imputation, focused on explaining the application of methods through detailed worked examples using the MICE package as developed by the author. Book excerpt: This paper studies the determinants of repeated use of Fund-supported programs in a large sample covering virtually all General Resources Account (GRA) arrangements that were approved between 1952 and 2012. Generally, the revolving nature of the IMF’s resources calls for the temporary sup-port of member countries to address balance of payments problems while repeated use has often been viewed as program failure. First, using probit models we show that a small number of country-specific variables such as growth, the current account balance, the international reserves position, and the institutional framework play a significant role in explaining repeated use. Second, we discuss the role of IMF-specific and program-specific variables and find evidence that a country’s track record with the Fund is a good predictor of repeated use. Finally, we conduct an out-of-sample forecasting exer-cise. While our approach has predictive power for repeated use, exact forecasting remains challenging. From a policy perspective, the results could prove useful to assess the risk IMF programs pose to the revolving nature of the Fund’s financial resources.
