Book excerpt: An increasing number of regions in the world are frequently facing water shortage, and water demand is likely to grow in the next 20-30 years due to intensified agriculture, population growth, urbanization and climate change. Future demand of water by all sectors will, thus, require as much as 25 to 40 percent of water to be re-allocated from lower to higher productivity and employment-oriented activities, particularly in water stressed regions. As such, these reallocations are likely to come from agriculture due to its high share of water use. In view of the projected rise in water demand in both agriculture and non-agricultural sectors, appropriate actions that increase water use efficiency especially in irrigation are crucial to sustainably enhance agricultural production and productivity. In Zambia, rice is one of the most important cereal food and is at the centre of major socioeconomic activity for a large share of rural population. Paddy field system are especially water demanding as it needs continues inundation of the field during most of the growing season. In Zambia, there is no controlled infrastructure for paddy irrigation and nearly all of the rice is grown under paddy field system in the country rainfed lowlands. The Food and Agriculture Organization of the United Nations (FAO) has been active to increase the understanding of the status of water use efficiency and water productivity in Zambia through the project “Efficient Agricultural Water Use and Management Enhancement in Paddy Fields”, funded by the Japan Ministry of Agriculture, Forestry and Fisheries (MAFF).

The Food and Agriculture Organization of the United Nations (FAO) has been active to increase the understanding of the status of water use efficiency and water productivity in Zambia through implementing the project “Efficient Agricultural Water Use and Management Enhancement in Paddy Fields”, funded by the Japan Ministry of Agriculture, Forestry and Fisheries (MAFF). The project objective is to identify limits and potentials of paddy rice production at national level. The project findings presented in this report is a basis for assisting the country with the evaluation of the status of water use efficiency and water productivity of paddy fields, providing technical and policy support to enhance water resources management in Zambia. This report will help increasing the knowledge and building capacities of technical experts in relevant institutions, ministries and universities in Zambia. Its analysis of best practices will assist in determining the needs and existing gaps and what options are available to fill these gaps. Furthermore, the policy action matrix developed and the investment portfolio compiled will support the development of future financial plans in the country.

Furthermore, its water and food security is extremely vulnerable to climate change. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Integrated landscape management is particularly important for these drylands because people depend on production systems that are frequently disrupted by exogenous shocks such as drought. The ecological and economic evidence presented in this book shows that integrated landscape management can enhance efforts to invest in tree-based systems and improved livestock management and support productivity increases for rain-fed cropping. Integrated landscape management efforts have helped to coordinate the actions of multiple land users and other stakeholders, reduced confl icts, and improved overall governance of water, land, and other resources. Integrated landscape management is thus a useful approach to enhance the intensifi cation of dryland cropping systems and will, in many locations (but not always), result in multiple wins— including improved farm productivity, water benefi ts at the farm and landscape levels, carbon sequestration, biodiversity and other ecosystem services benefi ts, and higher climate resilience. Various policies and related interventions can be used to trigger and accelerate the scaling up of these benefi ts through integrated landscape management across Sub-Saharan African drylands to restore and increase household and ecological resilience. Policies are needed to develop the framework conditions necessary to both initiate new programs and modify and scale up existing restoration and resilience efforts. The book highlights policy options, covering six broad intervention areas: (1) Clarify land rights and responsibilities; (2) Encourage multistakeholder involvement and collective action; (3) Overcome institutional barriers to integrated landscape management; (4) Create conditions for adaptive planning and management; (5) Create mechanisms and supporting policies for sustainable and long-term fi nancing of integrated landscape management; and (6) Invest in a solid evidence base and knowledge-sharing platforms for integrated landscape management.

The Ministry of Agriculture and Land Reclamation (MALR), in line with the national Strategy, implemented the On-Farm Irrigation Development in the Old-Lands project (OFIDO), an agribusiness development programme funded by the International Fund for Agricultural Fund (IFAD), with the aim to improve the livelihoods of the rural poor living in selected command areas in Lower, Middle and Upper Egypt. In order to evaluate and define future investment strategies and policies for the implementation of successful interventions in Agricultural Water Management, the Government of Egypt entrusted the Food and Agriculture Organization of the United Nations (FAO) to conduct an independent Technical Assessment and provide a comprehensive overview of the performance of improved irrigation systems in three Governorates in the project area of intervention. The Technical Assessment was carried out in two main complementary phases which allowed a thorough evaluation of both the technical and the economic components of the project.

Book excerpt: Climate change is projected to cause an increase in average temperatures in Zambia and a decline in rainfall, particularly in the southern and western regions. The country experiences high rainfall variability, which climate change is expected to exacerbate, resulting in likely higher frequency and intensity of already reoccurring extreme weather events, such as droughts and floods. The combined effect of the temperature and precipitation projections is anticipated to cause a decrease in water availability at national level and to adversely affect the Zambezi, Kafue, and Luangwa River Basins. Overall, these trends will exacerbate existing vulnerabilities in southwestern Zambia, as the region is already prone to droughts (as well as floods in some parts). On the other hand, the northern parts of the country are projected to experience a slight increase in rainfall and to be overall relatively positively affected by climate change. The key sectors most likely to be significantly affected by climate change in Zambia include agriculture, road infrastructure, and energy. In agriculture, the key risk stemming from climate change is the projected lower maize yields, as this is the country’s staple crop. Other crops are also expected to be adversely affected by higher temperatures, reduced rainfall, and increased occurrence of extreme events, particularly in southern and western Zambia. That said, changing climate conditions could create new agricultural opportunities in the north. Climate change is projected to negatively affect the livestock subsector, which will increase food security risks, particularly for subsistence farmers. In road infrastructure, the projected higher occurrence of flooding, especially in Lusaka Province, could have a knock-on effect for the rest of the economy, particularly if it damages key international corridors passing through this region and/or affects domestic supply chains. Zambia is significantly reliant on hydropower and is already experiencing severe power cuts due to drought. The risks in the sector are exacerbated by the location of key hydropower plants in the southern parts of the country and the projected drying up of main river basins. The electricity shortages have spillover effects on the rest of the economy, including the copper industry, Zambia’s key export. This has international implications, as Zambia is a top copper producer worldwide, and demand for copper is expected to increase significantly due to its crucial role in various green technologies. Thus, absent adaptation measures, the adverse impact of climate change in Zambia could affect global mitigation efforts and strategies.

As a result, we are confronted with challenges to enhance nutrient and water use efficiencies and conserve soil organic matter without compromising crop yields and food security. Increasing the soil organic matter (SOM) via residue return increased nutrient availability and soil physical and biological properties. Management practices, such as straw mulching or incorporation, have significant effects on soil health. Straw addition also increases functionality related to carbon and N metabolism via increasing the microbes and thus greatly contributes to CO2 and N2O emissions. However, the co-use of organic and inorganic fertilizer reduces the N2O emission without compromising crop yield. Mulching has long been advocated to conserve soil moisture and increase the efficiency of macro- and micro-nutrients by improving soil physical, chemical, and biological properties. These effects of mulch are translated into better crop yields while improving soil health and quality in the long run. Therefore, the use of mulching techniques is on the rise in organic as well as conventional agriculture. The book is of great interest for researchers, academics, agriculture extensionists, soil and plant scientist, fertilizer industry, farmers, agro-industrial workers, farm managers, NGOs, and climate and civil society activists.
