For this purpose, the method of Data Envelopment Analysis that can be classified as non-parametric is used. The efficiency is investigated via three models due to the different character of output results of tertiary education that could be direct and indirect. The results from the conducted study have shown that Latvia is the most efficient country in comparative perspective in the area of the tertiary education expenditure and achieved direct and indirect output results.

Book excerpt: There is an urgent need to address the social dimension of higher education more forcefully and coherently, particularly in view of the economic downturn across Europe. This is the conclusion of the new Eurydice report, which looks at national policies on access to higher education, funding and student support. The report, covering eu Member States, plus Iceland, Liechtenstein, Norway and Turkey, suggests that countries are struggling to adapt their higher education systems to meet the challenges brought about by rapid societal change in recent years. In particular, they need to open up opportunities for more people to benefit from higher education, matching this objective with coherent measures, funding and monitoring to evaluate their impact. European leaders have agreed a headline target that 40% of 30-34 year olds should have a higher education qualification by 2020--an increase from just over 33% today. The study focuses on three key topics: policies to widen participation in higher education; funding trends; and the impact of student fee and support systems. It reveals that approaches to meet shared European objectives vary greatly between countries and have different impacts on the performance of higher education. For example, there seems to be an East-West divide regarding routes to higher education for non-traditional candidates such as adult learners and people entering university on the basis of skills gained in the workplace rather than school qualifications. The report highlights changes in higher education spending in response to the crisis. Over the past academic year (2010/11 compared to 2009/10) budgets were most increased in Lithuania, Liechtenstein, Austria, France, Finland and Malta, while the deepest cuts were made in Greece, Ireland, Iceland, (8-10% decrease), as well as in Spain, Italy, the Czech Republic and Slovakia (up to 3% decrease). Book excerpt: This paper assesses the efficiency of education expenditure in Portugal and delineates a possible agenda for reform. Portugal’s low educational performance has coincided with the highest level of primary and secondary education expenditure to GDP in the Organization for Economic Cooperation and Development (OECD), suggesting considerable inefficiency. Empirical results from the application of a nonparametric technique for production frontier estimation (Free Disposable Hull analysis) support this view. Among the reforms that could be considered to raise educational efficiency are the adoption of a goal-oriented management and incentive system; establishment of minimum student/teacher ratios; and an easing of employment and work rules governing public school teachers.

The analysis benchmarks spending in Lithuania against other European countries focusing on spending levels, spending composition, and spending outcomes, and for both economic and functional spending classifications. While recent expenditure consolidation efforts have kept public spending among the lowest in Europe, a transition from broad-based measures to more structural measures will be required: to ensure that low spending levels remain sustainable, to address poor social outcomes such as high inequality and poor health and education outcomes, and to efficiently and equitably contain spending pressures arising from an ageing population.

Book excerpt: Recent policy suggestions from the European Community underlined the importance of “efficiency” and “equity” in the provision of education while, at the same time, the European countries are required to provide their educational services by minimizing the amount of public money devoted to them. In this paper, an empirical study compares the spending efficiency on education in 20 European countries during the period 2006-2009. OECD-Pisa test scores are used as output, while the “expenditure per student” has been used as the input. The efficiency scores are calculated via a bootstrap Data Envelopment Analysis (DEA) procedure. In a second stage, the efficiency scores are regressed against a set of context variables, which represent the different socio - economic settings (e.g., GDP per capita, unemployment rate, etc.) as well as some important “structural” characteristics of the educational systems. Teachers' salaries and internet usage (as a proxy for technological “literacy”) play a positive role in affecting educational performance, while GDPpc is negatively related to efficiency. Lastly, Malmquist indexes are calculated to measure the change in efficiency in the period 2006-2009; the results showed that the average efficiency remained basically stable in the period.

The analysis finds significant scope to improve both efficiency and equity of the education sector in Moldova. Potential reform measures include further consolidating the oversized school network, reducing overstaffing, and better targeting government subsidies. The current remuneration policy could also be improved to attract high quality teachers and incentivize performance.

Book excerpt: The measurement of the efficiency of public education expenditure using parametric and non-parametric methods has proven challenging. This paper seeks to overcome the difficulties of earlier studies by using a hybrid approach to measure the efficiency of secondary education spending in emerging and developing economies. The approach accounts for the impact of the level of development on education outcomes by constructing different efficiency frontiers for lower- and higher-income economies. We find evidence of large potential gains in enrollment rates by improving efficiency. These are largest in lower-income economies, especially in Africa. Reallocating expenditure to reduce student-to-teacher ratios (where these are high) and improving the quality of institutions (as measured by the "governance effectiveness" indicator in the World bank's Governance Indicators database) could help improve the efficiency of education spending. Easing the access to education facilities and reducing income inequality (as measured by the Gini coefficient) could also help improve efficiency.
