Two half-mile test sections were alternately covered and uncovered for a three-month period to see if any significant change in deer-vehicle accidents could be detected. No accidents occurred in the test sections during the evaluation period. The cover/uncover evaluation method proved too costly for the limited budget of this study. Photometric measurements of the reflectors have been made using vehicle headlights as the light source. The use of wildlife warning reflectors should be discontinued until more evidence is available on their effectiveness--especially on mule deer. A regional pooled-fund study should be started to investigate the effect of the reflectors on mule deer. This needs to be a large-scale effort to obtain results in a short period of time and to ensure validity.

Available in PDF, EPUB and Kindle. Book excerpt: A deer warning reflector consists of a red, double-sided reflector mounted on posts, similar to those used for roadside delineators along roadways. As vehicles approach and move through the road section, it is purported that the reflector reflects the beam from vehicular headlights across the highway in a moving pattern of low-intensity red light beams, which in turn gets deer's attention and deters them from entering the roadway. The purpose of this study was to evaluate the effectiveness of the deer warning reflector system. The measure of effectiveness was the change in deer-vehicle collisions on highway segments with and without the reflectors. The number of deer carcasses picked up by crews of the Virginia Department of Transportation was the measure used for deer-vehicle collisions. The level of maintenance activity needed to keep the marking system effective was also monitored. Deer warning reflectors were installed at 10 sites in Virginia. Each reflector site had a control site that was typically adjacent to the reflector site. The sites were monitored for 6 to 28 months. There was no evidence to suggest that the deer warning reflectors were consistently effective across most sites based on trend and statistical analyses. An experimental section with deer warning reflectors on one side of the road yielded results similar to those for the standard arrangement with reflectors on both sides of the road and control sections. In order for the benefits of the reflectors to exceed their installation and maintenance costs, the reflectors would have to prevent at least 1.14 deer-vehicle collisions per mile per year.

In Wyoming, the concern has prompted the Wyoming Department of Transportation to construct an experimental wildlife detection and driver warning system at Trappers Point, north of the town of Pinedale on US Highway 191. The focus of this thesis is two-fold: to develop a framework to determine whether the driver warning system is effective at modifying driver behavior and to develop a framework to determine whether the wildlife detection system reliably detects the presence wildlife on the roadside. Transportation agencies have attempted to solve the deer-vehicle collision problem with a wide variety of solutions. Published literature was reviewed to analyze the effectiveness of these solutions with a spotlight on other active, wildlife-detecting driver warning systems. The system at Trappers Point utilizes the Eagle Intrusion Detection System (EIDS), originally developed by Telonics, Inc for military applications. Seismic and passive infrared sensors are designed to detect the presence of wildlife and trigger the flashing lights atop six signs that read 'DEER ON ROAD WHEN FLASHING'. Many difficulties with the wildlife detection system and data collection equipment were experienced during this study. This report describes these problems in detail and analyzes the system using three measures of effectiveness: accurate detection of wildlife, changes in driver behavior, and crash reduction.
