The condition of these cover types directly and indirectly influences the distribution, variety and productivity of avian populations within these landscapes. CP33 habitat buffers are an incentive-based conservation practice specifically designed to increase upland bird habitat and productivity. Landowners are encouraged to remove row crops from production and return them to early successional grassland habitat along the margin of agricultural fields. However, buffers exhibit a high perimeter-to-area ratio, which may increase negative edge effects, thereby creating sink populations. During the 2013 and 2014 breeding seasons, I assessed grassland bird response to CP33 habitat buffers in southern Illinois. Focal species included the northern bobwhite (Colinus virginianus ), dickcissel (Spiza americana), eastern meadowlark (Sturnella magna), field sparrow (Spizella pusilla ), indigo bunting (Passerina cyanea), and red-winged blackbird (Agelaius phoeniceus). I used a hierarchical multiscale framework to examine the influence of habitat variables at multiple scales on avian abundance, species richness, and occupancy. I also used this same framework, and logistic exposure modeling, to examine daily survival rates of nests found within CP33 habitat buffers. Multiscale occupancy and logistic exposure models consistently performed better than single-scale models for focal bird species; however, relative importance of local variables and landscape variables differed considerably among focal species. Nest survival rate was not strongly affected by edge effects or edge type. Microhabitat variables were much more influential in predicting nest survival. In my study area, CP33 habitat buffers are unlikely to support source populations for most of the focal grassland bird species I studied. To increase nest survival rates within established CP33 habitat buffers, managers should focus on microhabitat vegetation characteristics. To increase bird occupancy of CP33 habitat buffers in southern Illinois, managers should increase the size of CP33 habitat buffers within a landscape having adequate grassland cover. However, managers should not consider CP33 habitat buffers a panacea for most grassland avian species.

Some studies have found positive relationships among abundance, nest success, field size, and distance to edges, whereas others have found no relationship. One reason for differing results may be the landscape composition in which the study took place. I examined how landscape composition influenced relations among: 1) occurrence and abundance of grassland songbirds and field size and 2) nest success of ducks, field size, and edges. I also investigated the effects of mowing on grassland songbirds, and how landscape features, such as amount of perennial grassland, and predator community composition influenced the nest success of ducks in fields. The study took place in the Prairie Pothole Region of central North Dakota during the 1996-1997 breeding seasons. Two types of 6.4 x 6.4 km study areas were selected based on the amount of perennial grassland they contained: 15-20% and 51-55%. The remaining portion of the study areas was primarily cropland and wetland.

Book excerpt: Measures of grassland bird demography on Conservation Reserve Program (CRP) fields were compared and modeled at several spatial scales to identify habitat factors associated with increased conservation value for grassland birds. Grassland bird populations and species richness were compared between fields located in landscapes with different amounts of CRP habitat and total grassland. Multi-scale habitat models were developed from and validated on two independent data sets to identify the primary habitat features that could predict the potential value of CRP and other idle grasslands for grassland bird conservation. The frequency of occurrence, abundance, and nest density of Henslow's sparrows (Ammodramus henslowii) and abundance of bobolinks (Dolichonyx oryzivorus) were higher in fields located in high grassland landscapes (55-75%) than low grassland landscapes (20-35%), whereas field sparrows (Spizella pusilla) were less likely to be present in high grassland landscapes. However, field sparrow reproductive performance was similar between high CRP, high grassland landscapes and the seemingly preferred low CRP, low grassland landscapes. Dickcissel (Spiza americana) and sedge wren (Cistothorus platensis) occurrence, song sparrow (Melospiza melodia) abundance, and red-winged blackbird (Agelaius phoeniceus) nesting success were higher in landscapes with high levels of CRP enrollment (20-35%) than those with low levels (5-12%). Multi-scale habitat models were useful for predicting occurrence and abundance of grassland birds, but not for predicting nesting success. The amount of woody edge around fields was negatively related to presence and abundance of several grasslandnesting species, whereas field sparrows (Spizella pussilla) were positively associated with the amount of woody edge around fields. Grasshopper sparrow (Ammodramus savannarum) and eastern meadowlark (Sturnella magna) occurrence and abundance increased with shorter, less dense vegetation, whereas common yellowthroat (Geothlypis trichas) presence and abundance and red-winged blackbird (Agelaius phoeniceus) abundance increased with taller, more dense vegetation. Grassland conservation and management efforts must recognize that habitat factors from several spatial scales may limit the conservation value of specific sites for grassland birds.

Government administered agricultural conservation programs may actualize greater gains in ecosystem services, including wildlife population gains, if conservation practices designed to target specific environmental outcomes are implemented strategically in agricultural landscapes. I evaluated multi-scale, multi-species, and multi-season avian population responses to a targeted native herbaceous buffer practice (CP33: Habitat Buffers for Upland Birds) under the continuous sign-up Conservation Reserve Program administered by the U.S. Department of Agriculture. CP33 is the first conservation practice targeted directly to support habitat and population recovery objectives of a national wildlife conservation initiative (Northern Bobwhite Conservation Initiative). I coordinated breeding season, fall, and winter point transect surveys for northern bobwhite (Colinus virginianus), priority early-succession, and overwintering birds on ≈1,150 buffered and non-buffered fields in 14 states (10 ecoregions) from 2006-2009. I also assessed northern bobwhite-landscape associations within each ecoregion to determine effects of landscape structure on observed northern bobwhite abundances. Breeding season and autumn northern bobwhite densities were 60-74% and 52% greater, respectively, over all survey points in the near term (1-4 years post-establishment). However, breeding season and autumn response and associations between northern bobwhite abundance and landscape structure exhibited substantial regional variation, suggesting northern bobwhite conservation and management should be implemented on a regional basis. Breeding season densities of dickcissel (Spiza americana) and field sparrow (Spizella pusilla) were up to 190% greater on buffered fields, whereas overwintering densities of several Emberizid sparrow species were up to 2,707% greater on buffered fields. Species sensitive to patch area or those requiring vegetation structure different from that provided by buffers exhibited limited, but regionally and annually variable responses to buffered habitats. Increased bird densities of several species in several seasons suggest wildlife-friendly farming practices delivered strategically and requiring minimal change in primary land use can benefit species across broad landscapes when conservation practices are targeted toward specific recovery objectives. Targeted conservation systems combining multiple conservation practices to provide an array of ecosystem services may be a mechanism for meeting multifarious conservation objectives and enhancing biodiversity in agricultural landscapes.

There have been positive local effects of programs like CRP, but there is uncertainty about whether local effects scale up to populationlevel benes. We used a landscape-scale approach to understand the effects of a grassland conservation program, the Conservation Reserve Enhancement Program (CREP), on Northern Bobwhite (Colinus virginianus) and other grassland bird populations. We demonstrated that Northern Bobwhite populations were positively influenced by the CREP. However, there can be opportunity costs for other species when landscapes are managed for Northern Bobwhite through these programs. Similarities between landscape-scale resource requirements likely dictate opportunity costs. We provide a decision support tool with which practitioners can establish an adaptive management strategy for private lands.
