Freshwater resources contained in aquifer systems globally are two orders of magnitude greater than those found in all rivers, lakes, and other surface freshwaters combined. Moreover, approximately one half of the world’s population today is dependent on groundwater for its basic needs. While these truisms are widely acknowledged, an additional reality is now recognized – many of these subsurface freshwater reservoirs are actually transboundary formations shared amongst two or more nations. In fact, around 600 transboundary aquifers have been identified worldwide. They underlie the territory of nearly every non-island nation and are found in both humid and arid environments. Surprisingly, though, only a handful of transboundary aquifers worldwide are subject to any type of formal or informal international agreement. Transboundary groundwater resources are now receiving growing attention among the international community. Questions are being raised about how they should be managed, allocated and protected, what rights aquifer riparians can enjoy, and what responsibilities these aquifer states might owe to neighbouring aquifer riparians. This book considers all these various aspects of the management and regulation of transboundary groundwater resources. It also presents case studies and explores recent efforts to engage the international community on best practices and global standards for governing transboundary aquifers. As communities and nations continue to expand their reliance on these critical sources of freshwater, they will have to address such issues and develop governance regimes for these shared subsurface resources. The chapters in this book were originally published as a special issue of Water International.

Book excerpt: An evaluation to define groundwater-quality conditions, with emphasis on the distribution of nitrate concentration, to identify potential sources leading to elevated nitrate concentrations and to estimate the nitrate loads from major sources, was conducted by the U.S. Geological Survey in the South Coast aquifer, Santa Isabel area, between January 2008 and May 2009. The study area covers approximately 5,800 hectares of the south coastal plain of Puerto Rico and 470 hectares in the foothills within the municipality of Santa Isabel. Agriculture is the principal land use in the area and includes the cultivation of diverse truck-farm crops, bioengineered crops for seed production, and until 2007, commercial poultry farms. Nitrate concentrations in groundwater near the center of the South Coast aquifer, Santa Isabel area, have increased from a range of 0.9 to 5.9 milligrams per liter as nitrogen in 1967 to a range of 1.3 to 23.6 milligrams per liter as nitrogen in 2008. Analyses for the stable isotope ratios of nitrogen-15/ nitrogen-14 and oxygen-18/oxygen-16 in nitrate were used to infer the source of nitrate in the aquifer and in the foothills north of the coastal plain. Results obtained from the samples analyses of stable isotope ratios indicate that the high nitrate concentrations in the western and central parts of the study area were in the range typically associated with soil nitrogen.

Book excerpt: An analog model was used to evaluate ground-water conditions on the south coast of Puerto Rico. Water levels during a normal period and during an extended drought were simulated. Recharge and discharge values are reported. The model was also used to evaluate the possibilities of using treated waste water to recharge the aquifer. Three methods were considered: infiltration basins, injection, and irrigation. The tests were planned to determine what changes in water levels would result if certain rates of application were used. Because of the limited vertical hydraulic conductivity, irrigation is suggested as the most practical method of waste-water use. Injection, though practical from the mechanical standpoint, may be ojectionable from health and aesthetic standpoints. (Author).
