No one can argue in these days of force reduction, the purpling of the military, limited defense budgets and metamorphosing threats, that continuous reviews of operational concepts are essential or the U.S. to remain dominant in the new millennium. One concept which has re-emerged that has value for current and future operational planning is effects based targeting or EBT. This article addresses operational scenarios and time space force factors which the operational commander currently faces, or may face in the future, and develops a doctrinal template that will support the integration of EBT in operational planning and employment. Additionally, the proposed codification of this EBT template into joint doctrine ensures operational commanders have general guidance when employing EBT in operational art.

Effects-based operations (EBO) are, Operations planned, executed, assessed, and adapted based on a holistic understanding of the operational environment in order to influence or change system behavior or capabilities using the integrated application of selected instruments of power to achieve directed policy aims. (USJFCOM, 2004, 2) EBO expands our warfighting concepts and capabilities through the dynamic application of selected elements of national power made available to a combatant commander to achieve operational and strategic endstates through full spectrum-operations.

Book excerpt: Broadly defined as the grey area between strategy and tactics, operational art spans the theory and practice of planning and conducting campaigns and major operations aimed at accomplishing strategic and operational objectives in a given theatre of operations. An intermediate link between strategy and tactics has always existed, but a distinct concept that encompasses a systematic and deliberate plan of campaign for major operations is a mere two hundred years old. Based on country specific case-studies, this book describes how the concepts that underpin operational art originated, how they received practical expression in various campaigns, and how they developed over time. The point of departure is the campaigns of 'the God of War', Napoleon Bonaparte. The book then proceeds with chapters on the evolution of operational art in Prussia / Germany, the Soviet Union / Russia, the United Kingdom, United States, Israel, and China. The final chapter deals with the future of operational art in irregular warfare. Theory is critical to refining and improving existing methods of applying operational warfare, and its importance cannot be overstated; however, to be useful, theory and its accompanying vocabulary must be combined with a proper examination of historical trends and practical experience. The present volume attempts to achieve that combination. This book is a project of the Oxford Leverhulme Programme on the Changing Character of War.

The future battlespace will require commanders to operate more efficiently and at a higher operations tempo, so that commanders will be able to use the advantages of dominant battlespace awareness to enhance what is known as "command-by-intent." But the more likely outcome is a return tocommand-by-direction. A potential consequence of this change is that significant command functions will be made by machines that act, not as an assistant, but as the decision maker and executor -- which is known as the machine commander. However, the current U.S. military doctrine is inconsistent about the admissibility of such an entity, even though technological developments are on the threshold of delivering the components for constructing the first-generation machine commander. Furthermore, the same infrastructure that assists the traditional human commander creates a framework for using a machine commander. As its origins in American doctrine lie in the conventional war paradigm that shaped Army doctrine in the 1980s, operational art's usefulness as a practical concept for the military planner appears to be in doubt. The monograph discusses the origins of operational art's current prominence in doctrine and uses James J. Schneider's Theory of Operational Art as a basis for determining if future trends will permit its practice. Force XXI Operations provides a summary of projected trends in war. The monograph then analyzes the arguments of noted writers whose works address these trends. The analysis focuses on three dominant trends: the decline of the nation-state and the rise of the non-state warrior, the prevalence of unconventional forms of war, and the replacement of ideological conflict with inter-ethnic and civilizational competition as a cause of future wars. The monograph concludes that operational art, far from being an outdated concept, is sufficiently flexible to accommodate changes in war. The monograph demonstrates that claims about the imminent demise of the nation-state, the decisiveness of unconventional war, and the rise of inter-ethnic conflict are potentially misleading. Forms of war are increasing, but not replacing one another. The possibility of conventional war remains. The imperative now is to understand these changes and ensure that the U.S. Army does not, at the outset of conflict, allow the enemy to choose the forms of war.

Book excerpt: What is effects-based targeting and from where did this concept come? Is it based on a coherent theory; and, if so, has the USAF incorporated it into its doctrine and operations? Is there more yet to do? These questions form both the focus and format of this study, which examines the evolution of effects-based targeting. Specifically, this study asks how effectively has the USAF incorporated the concept of effects-based operations into its procedures for targeting and combat assessment. To answer this question, the study defines effects-based targeting, asserting that commanders should direct airpower against targets in ways that produce specific, predetermined, military, and political effects. This study explores the historical development of effects-based targeting theory and then conducts a focused comparison of four major air operations Pointblank, Linebacker II, Desert Storm, and Allied Force in order to survey US airpower's actual combat experience with regard to effects-based operations. This study determines that senior decision makers have always been interested in creating specific effects rather than simply destroying targets; however, as a whole, the USAF has been inconsistent in employing effects-based operations across the spectrum of conflict. Amen can airpower has accomplished its most significant improvements at the tactical level of war but is less reliable in creating operational and strategic effects. In a similar vein, airpower has become very effective at producing direct physical effects; and it is becoming increasingly capable of creating certain wide-spread systemic effects. Generally, though, the ability to even predict much less generate specific psychological effects remains yet a hope and may, in fact, act as a virtual ceiling on the potential of effects-based operations.

The process of identifying, prioritizing, and attacking targets in accordance with the commander's intent becomes even more critical in today's complex operational environment. The United States military must be able to apply effects-based targeting to capitalize on improved capabilities in operational fires and application of national resources against a dynamic, adapting enemy. This evolving method of conducting operations focuses on creating specific effects rather than focusing on military objectives. Currently, there are many different opinions within the military on the definition, application, and feasibility of effects-based targeting. This thesis defines and identifies effects-based concepts and analyzes their application during Operation Desert Storm and Operation Iraqi Freedom. Applying these developing concepts to recent operations will help create a better understanding of effects-based targeting and assist leaders in conducting operations in a complex environment.
