Download or read book Effectiveness of the Voluntary Education Program written by Federico E. Garcia and published by . This book was released on 1998 with total page 81 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Voluntary Education (VOLED) Program provides off duty educational opportunities integrating a variety of continuing education programs to Sailors seeking to enhance their professional and personal growth. VOLED supplements military training and allows sailors to pursue college degrees of their choice. Funding for VOLED is $57.8 million in FY98. VOLED comprises three major instructional elements: Tuition Assistance, the Program for Afloat College Education (PACE), and the Academic Skills Learning Centers (ASLCs). Tuition Assistance covers 75 percent of tuition at colleges, universities, and other schools. The current cap is $2,500 for undergraduate college courses and $3,500 for graduate courses. Effective 1 October 1998, the cap will be $3,500 for all courses; however, there will be a credit hour cap of $187.50. PACE offers courses on Navy ships and at selected remote locations. It offers free college as well as academic skills (noncredit remedial modules) education in English, language arts, reading, math, and basic science. PACE courses are taught either by onboard instructors (instructor PACE) or through electronic means (technology PACE). The Academic Skills Learning Centers provide free self paced software instruction in reading, writing, math, science, and work skills. As of March 1998, 14 ASLCs were operational, but the Navy is establishing ASLCs at all major installations (about 1 per month), for a total of 52 by the end of FY01.

Book Effectiveness of Voluntary Education in Operational Environments

Download or read book Effectiveness of Voluntary Education in Operational Environments written by Seryoung C. Park and published by . This book was released on 2011 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Navy College Program for Afloat College Education (NCPACE) is one of the main components of the United States Navy's Voluntary Education (VOLED) program, offering college courses and remedial academic skill modules to sailors on sea duty or stationed in remote locations. This thesis predicts the likelihood of NCPACE course completion by course and individual participant characteristics using a logistic regression model. We found that participants who take distance learning-based and mathematics courses have lower predicted odds of succeeding, while participants with higher Armed Forces Qualification Test (AFQT) scores and levels of education have higher predicted odds of succeeding. Some variation was noticed between unit vessel types and school. This thesis also evaluates the likelihood of attempting and successfully completing a subsequent course conditional on the outcome of the first course. Successful completion of the first course is positively associated with an enrollment in a subsequent course in addition to the successfully completion of that course. Lastly, this thesis examines promotion, extension and reenlistment outcomes for first-term NCPACE participants with 48-month contracts. We found that those who successfully completed at least one course are predicted to be more likely to promote to E5 and are predicted to be slightly less likely to reenlist in the Navy.

Book An Analysis of the Navy s Voluntary Education

Book excerpt: The Department of Defense funds advanced education through the Voluntary Education Program. This study explores the following questions: (1) What is the economic return on the Navy[alpha]s Voluntary Education Program (VOLED), especially Tuition Assistance (TA)? (2) What is the impact of TA on a sailor[alpha]s career? and (3) What does a review of the literature indicate about the effects of the VOLED program? Some of the potential benefits of VOLED on sailors include improving their ability to cross-rate, improving their chances of advancement in their current rating, lowering their demotion rates and, possibly, improving reenlistment. Higher retention benefits the Navy by reducing the replacement costs for new recruits. While there is debate about the impact of VOLED on retention, the VOLED program is a service that is actively sought out by sailors, which suggests that it improves sailor satisfaction with the Navy The study concludes that additional funding should be given to the VOLED program based on the potential benefits to the Navy and the likely increase of usage in the future. A study should be commissioned in the Navy to statistically assess the quantifiable effects of the Navy[alpha]s VOLED program.

Book Consolidation of Military Voluntary Education Program Feasibility and Cost Benefit Analysis

Download or read book Consolidation of Military Voluntary Education Program Feasibility and Cost Benefit Analysis written by and published by . This book was released on 1993 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis conducts a comparative analysis of all the military services' voluntary education (VOLED) programs and a cost benefit analysis on consolidation of selected VOLED programs into one DOD-wide program. There were three major criteria by which the VOLED programs were selected for consolidation: common purpose, shared goals, and same target audience. Bawd on the above criteria, Tuition Assistance, Functional Skills, and the Apprenticeship program were deemed suitable for consolidation. The Servicemembers Opportunity Colleges programs and Community College of the Air Force, which met the criteria, were deemed unsuitable due to overriding concerns about budget. The preliminary cost/benefit analysis indicates that consolidation or centralization of the Tuition Assistance, Functional Skills and Apprenticeship Programs are cost-effective. Consolidation Voluntary Education Program VOLED.

Book The Post 9 11 G I Bill

Download or read book The Post 9 11 G I Bill written by Jonathan D. Picker and published by . This book was released on 2011 with total page 97 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This research paper examines the merit of educational benefits provided to military service members through DoD Tuition Assistance and through the Post-9/11 G.I. Bill from a whole-of-government perspective. Prior to the signing of the Post 9/11 G.I. Bill into law, education benefits provided through the Veterans Administration (VA) and DoD were separate and distinct in that these education benefits were not available to the entire force, but rather to targeted groups. G.I. Bill benefits were available to enlisted members plus certain categories of officers after meeting minimum qualification standards. Tuition assistance is available to the entire active duty force. The resulting change to Title 38 of U.S. Code from the passage of the Post 9/11 G.I. Bill now entitles all service members to educational benefits through the VA, once minimum qualifications are met. Therefore, the key question guiding this paper is whether the implementation of the Post 9/11 G.I Bill has created a redundant funding mechanism for service members despite the current and foreseeable fiscally constrained environment. Additionally, this paper examines the alignment of educational benefits to the current National Security Strategy. This topic is explored through a historical survey of applicable programs followed by a discussion of program execution in order to establish a basis for possible avenues for program improvement or changes to law."--Abstract

Book Voluntary Programs

Download or read book Voluntary Programs written by Matthew Potoski and published by MIT Press. This book was released on 2009-09-18 with total page 355 pages. Available in PDF, EPUB and Kindle. Book excerpt: A conceptual framework and empirical case studies of the policy effect of voluntary programs sponsored by industry, government, and nongovernmental organizations. The recent growth of voluntary programs has attracted the attention of policymakers, nongovernmental organizations, and scholars. Thousands of firms around the world participate in these programs, in which members agree to undertake socially beneficial actions that go beyond the requirements of government regulations, such as following labor codes in the apparel industry, adhering to international accounting standards, and adopting internal environmental management systems. This book analyzes the efficacy of a variety of voluntary programs using a club theory, political-economy framework. It examines how programs' design influences their effectiveness as policy tools. It finds that voluntary programs have achieved uneven success because of their varying standards and enforcement procedures. The club theory framework views voluntary programs as institutions that create incentives for firms to incur the costs of taking progressive action beyond what is required by law in exchange for benefits that nonmembers do not enjoy (such as enhanced standing with stakeholders). Voluntary Programs develops this theoretical framework and applies it to voluntary programs sponsored by industry associations, governments, and nongovernmental organizations, organized around policy issues such as “blood diamonds,” shipping, sweatshops, and the environment. The wide diversity of cases—across sectors, sponsoring organizations, and objectives—provides valuable applications of the club framework, generates new insights for future research, and offers practical guidance for designing effective programs. Book Strengthening the Military Family Readiness System for a Changing American Society

Download or read book Strengthening the Military Family Readiness System for a Changing American Society written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2019-10-25 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.

Available in PDF, EPUB and Kindle. Book excerpt: Despite long-term and ongoing efforts to close the achievement gap between disadvantaged and advantaged students, low-income students continue to perform at considerably lower levels than their higher-income peers in reading and mathematics. Research has shown that students' skills and knowledge often deteriorate during the summer months, with low-income students facing the largest losses. Instruction during the summer has the potential to stop these losses and propel students toward higher achievement. A review of the literature on summer learning loss and summer learning programs, coupled with data from ongoing programs offered by districts and private providers across the United States, demonstrates the potential of summer programs to improve achievement as well as the challenges in creating and maintaining such programs. School districts and summer programming providers can benefit from the existing research and lessons learned by other programs in terms of developing strategies to maximize program effectiveness and quality, student participation, and strategic partnerships and funding. Recommendations for providers and policymakers address ways to mitigate barriers by capitalizing on a range of funding sources, engaging in long-term planning to ensure adequate attendance and hiring, and demonstrating positive student outcomes.
