The amended Packaging and Packaging Waste Directive has recently been adopted, and work is underway to develop EU thematic strategies on waste prevention and recycling and on the sustainable use and management of natural resources. The Packaging and Packaging Waste Directive (hereafter: packaging directive) is one of the few environmentally-related directives to contain directly measurable, quantitative targets. It has now been in place for ten years and this is an opportune time to take stock of this important policy area. The EEA has conducted a pilot study of the effectiveness of packaging waste management systems in five EU Member States with the aim of gaining practical and concrete experience of ex-post policy effectiveness evaluation, and to track progress in this policy area.

Book excerpt: Efficient packaging waste management systems are essential considering recent revisions of the European legislation on packaging waste management that sets ambitious targets. European rules aim to deal with the increasing quantities of packaging waste, which cause environmental problems. Consequently, it is necessary to identify functional packaging waste management systems to achieve these targets effectively and efficiently. However, given the heterogeneity of the different packaging management systems, policymakers, scholars, and industry operators struggle to have a comparative view. The number of non-harmonized laws in force across countries, autonomous recycling targets, and constant updates are prominent problems that make it difficult to obtain comparable information for research, business, and policymaking. To fill this gap, our research question consists of assigning responsibilities for prevention, collection, recycling, and recovery and an overview of some models at a glance with respect to the general governance and functioning of the system. We base our research on a multiple-case design since more cases are examined using complementary data collection methods, analysis of the previous literature, reports, legislation, and business and institutional websites. Our results provide insights from the following cases: Germany, France, the United Kingdom, the Netherlands, Portugal, Denmark, Spain, and Italy. In addition, policy implications emerge as our insights help overcome barriers in the European market's development caused by the different rules on packaging management and design serving policymakers that aim to harmonize the management of packaging waste. The paper also contains managerial implications for circular economy business models that can be used by managers who aim to design or upgrade their business models according to both recent legislative upgrades and packaging management systems.

However, in general, the collection and treatment of urban waste is the responsibility of local authorities. It has therefore been necessary to establish a system of financial compensations between producers and waste management operators. Analysing the legal and institutional schemes of several member states and accounting for all the costs and benefits to their local authorities due to selective collection and sorting, this book provides an accurate illustration of how the EPR principle has be translated into practice. Firstly the authors examine whether the industry is paying for the net financial cost of 'preparation for recycling' activities or if the extra-costs of recycling are being recovered via the sale of sorted materials, by the consumer through higher prices or by citizens in general through higher taxes. Secondly, by monetizing the net environmental benefits attained with the recycling system, the book discusses the success and Value-for-Money (VfM) of the EU’s recycling policy. Book excerpt: This research deals with the increasingly complex issues of waste generation, waste management and waste disposal that in less developed industrialised countries present diverse but critical concerns. It takes a socio-economic and policy-oriented perspective and provides empirical evidence at EU and regional level. The EU and Italy are taken as relevant case studies given the disparities in environmental performances between less and more developed areas. The rich and various empirical evidence shows that a robust delinking between waste generation and economic growth is still not present, thus future policies should directly address the problem at the source by targeting waste generation in EU countries. Some structural factors like population density and urbanisation present themselves as relevant drivers of both waste management and landfill diversion. Nevertheless, economic and structural factors alone are not sufficient to improve waste performances. Though waste policies are to be redesigned by covering the entire area of waste management, some first signals of policy effectiveness are arising. This work will be of most interest to those students of environmental economics and environmental sciences, as well as policy makers, waste utility managers and companies in the waste management sector.

Book excerpt: Water pollution caused by wastewater persists despite three decades of effort to clean up European surface waters and despite the requirements of the Urban Waste Water Treatment Directive (UWWTD). Several EU Member States have yet to satisfy the requirements of the directive. A European Commission report released in 2004 noted that several countries had failed to designate sensitive areas and were behind schedule in establishing the capacity of sewage treatment as required by the directive deadlines in 1998 and 2000. As the next deadline is approaching at the end of 2005, for extending sewage treatment to urban areas with more than 2000 inhabitants, the EEA has acknowledged the need to improve our understanding of the inherent implementation problem. This pilot study examines the water quality situation and objectives of 6 Member States of the EU, including, Denmark, France, The Netherlands, Spain, Estonia and Poland, with a comparative analysis and conclusions.

Virtually all forms of pollution migrate, subjected to natural forces such as wind and water currents. The movement of garbage, however, is under human control. Its patterns of migration reveal much about power sharing among state, local, and national institutions, about the Constitution's protection of trash transport as a commercial activity, and about competing notions of social fairness. In Garbage In, Garbage Out, Vivian Thomson looks at Virginia's status as the second-largest importer of trash in the United States and uses it as a touchstone for exploring the many controversies around trash generation and disposal. Political conflicts over waste management have been felt at all levels of government. Local governments who want to manage their own trash have fought other local governments hosting huge landfills that depend on trash generated hundreds of miles away. State governments have tried to avoid becoming the dumping grounds for cities hundreds of miles away. The constitutional questions raised in these battles have kept interstate trash transport on Congress's agenda since the early 1990s. Whether the resulting legislative proposals actually address our most critical garbage-related problems, however, remains in question. Thomson sheds much-needed light on these problems. Within the context of increased interstate trash transport and the trend toward privatization of waste management, she examines the garbage issue from a number of perspectives--including the links between environmental justice and trash management, a critical evaluation of the theoretical and empirical relationship between economic growth and environmental improvement, and highlighting the ways in which waste management practices in the US differ from those in the European Union and Japan. Thomson then provides specific, substantive recommendations for our own policymakers. Everything eventually becomes trash.
