Book excerpt: Numerous methods are being employed for asphalt pavement preservation, including rejuvenator emulsions, asphalt emulsion fog seals, and a variety of non-structural surface treatments (including slurry and micro surfacing technologies). To make the most of maintenance budgets, some agencies are using asphalt penetrating sealers as an alternative to reduce the detrimental impact of weathering or aging of wearing surfaces for older and new asphalt pavements or overlays of existing flexible pavements. Applying a penetrating sealer to a new surface within a few weeks after it has been placed has several benefits to the HMA wearing surface. It can restore the original asphalt properties that were lost during the production process and seal the pavement for improving on the durability of the surface course, reducing the permeability at the surface. Asphalt penetrating sealers have been used by Federal, State, county, and municipal agencies over the past 15 years, and their use has been based on past performance. However, there are diverse opinions regarding the success of this technology. Once a product has been used, a pavement engineer's opinion can vary from the project being totally successful or completely ineffective. Little data exists based on quantitative data from multiple projects. The issue or gap in the technology, especially in Ohio, is quantifying the cost-effectiveness on the use of these materials. Thus, the purpose of this project was to collect the data to quantify the cost-effectiveness of these asphalt penetrating sealers. In other words: Are these surface treatments or penetrating sealers cost-effective? The purpose of this report is to document the surface condition of test and control sections along four projects before and immediately after application of three penetrating sealer products, as well as over a four year monitoring period to determine the added service life, if any, between treated and untreated surfaces.

While the vast majority of concrete pavements provide excellent long-term performance, a portion of these pavements have recently shown premature joint deterioration. Substantial interest has developed in understanding why premature joint deterioration is being observed in jointed portland cement concrete pavements (PCCP). While some have attributed this damage to insufficient air void systems, poor mixture design, or chemical reaction between the salt and the paste, it is the hypothesis of this work that a component of this damage can be attributed to fluid absorption at the joints and chemical reactions between the salt and chemistry of the matrix. This paper discusses the role of soy methyl ester - polystyrene blends (SME-PS) as a potential method to extend the service life of concrete pavements by limiting the ingress of salt solutions. The report discusses field application of the SME-PS blends for field investigation in Lafayette and Fishers. Low temperature-differential scanning calorimetry (LT-DSC) techniques identified noticeable differences between plain mortar samples and mortar treated with SME-PS. The report also discusses the development of a test to assess chloride solution ingress during temperature cycling. The aim of this work is to provide background on some aspects that can lead to joint deterioration and provide early documentation showing that sealers may help to reduce the impact of deicers on joint damage, thereby extending the life of the concrete pavement. It should be noted that these sites as well as others are still ongoing and should be monitored for long term performance. Application procedure for SME-PS should follow manufacturer's recommendation.

Book excerpt: Sealing or filling cracked asphalt pavements to prevent the intrusion of water into the pavement structure has long been an accepted practice of the Montana Department of Transportation. The goals of this research are to establish the most economical and effective method of sealing pavement cracks for Montana; and to better determine the role of crack sealing within Montana pavement management system (PMS). This study has involved the construction of 4 experimental test sites within larger crack sealing projects. These test sites have included combinations of 11 sealant materials and 6 sealing techniques. Monitoring of the test sites includes visual inspections (for all of the sites) and nondestructive structural readings and surface distress identification under Montana PMS (for one test location). An estimate of the useful life of each crack sealing method has been determined from these investigations. This report presents information on project history, the project methodology used for evaluating and analyzing the performance of sealed cracks, and the results of the cost effectiveness analysis. Final results are presented for the 4 test sites: Conrad, Dutton, Tarkio, and Helena (Seiben). Results show that similar performance has been observed for all materials with ASTM D 5329 cone penetrations in excess of 90. In general, routing of transverse cracks improved the performance of the sealants. Routing does not appear necessary for centerline longitudinal cracks. Notably, router operators seem to prefer the shallow reservoir configuration as compared to square reservoirs. The test site established near Helena provided the most reliable and useful data. As such, a detailed review of the final performance from 4 1/2 years of service is summarized. In general, the highest failure rates occur during the coldest period of the year, and much of this distress exhibits a tendency to heal after exposure to the summer heat and traffic. An eclectic forecasting model has proven useful in predicting the life of crack sealing operations for those methods that did not show complete failure during the evaluation period. Structural evaluations using a Falling Weight Deflectometer did not prove an advantage for any particular sealing technique or sealing material nor did they prove the benefit of sealing cracks in asphalt pavements. Therefore, conducting a life cycle cost analysis was impractical because no structural or ride benefit was proven at this site. However, a cost effectiveness analysis was performed and the averaged results showed that, overall, Crafco 522 was the most cost effective material and the Shallow and Flush was the most cost effective fill technique. However, the crack sealing approach that has the highest cost effectiveness as calculated herein (defined as the ratio of effectiveness to cost) may not offer the best value, if this effectiveness is in excess of that required to protect the pavement from premature damage. More research is necessary to substantiate the need for higher performance materials and techniques.

A host of factors namely: sealing materials, placement techniques, equipment, pavement types and condition, type and severity of crack sealed, regional environmental and traffic conditions, evaluation procedures and so on are known to directly influence the level of success that can be attained in a crack sealing project. These variables often act individually or collectively to affect the outcome of a crack seal project. Despite the intended benefits, crack sealing may also affect the pavement in many ways like, tracking of sealing material by tire action, reduced skid resistance, a rougher pavement etc. Crack sealing is beneficial if pavement life is increased while maintaining serviceability.

Book excerpt: Due to budget constraints, many highway agencies are becoming interested in pavement preservation or rehabilitation rather than reconstruction to ensure pavement is in serviceable condition. Thin whitetopping (TWT) is the process of rehabilitation of distressed asphalt concrete (AC) pavements using a concrete overlay. This study was done to develop a design catalog for existing AC pavements to be overlaid with TWT. The finite element (FE) analysis was performed with SolidWorks, a 3-D FE software program to develop this design catalog. The design considered different TWT thicknesses, existing AC layer thicknesses and modulus, bonding conditions between TWT and existing AC layer, shoulder conditions and temperature differentials. Each model was built as a three-layer pavement system--concrete (TWT), asphalt layer, and subgrade soil. The traffic load was modeled as a constant pressure with a rectangular area applied at the surface and with intensity equal to the tire inflation pressure of 100 psi. The expected lives of TWT overlays were estimated using fatigue equations developed by the Portland Cement Association (PCA). Results obtained from this study show that interface bonding condition is the most important factor affecting the behavior of TWT. With the increase of TWT thickness or existing AC thickness or AC modulus, and addition of paved shoulder, concrete tensile stress decreases. Curling stress increases with the increase of TWT thickness and is not a function of AC properties. A design catalog was developed in terms of service life of the pavement. Unlike unbonded TWT with unpaved shoulder that results in catastrophic loss of rehabilitated pavement life, bonded TWT is expected to last 10 years, assumed in design. Thus, proper bonding must be ensured in order to have extended pavement life.

Book excerpt: This report presents the details of an investigation to evaluate the effectiveness of Ohio Department of Transportation's prevailing chip seal and micro surfacing practices. The investigation focused primarily on two issues namely, optimal timing of treatment placement and cost-effectiveness. Data was derived from ODOT's Pavement Management Information System and included location, limits, data of installation, and annual performance data for 225 chip seal and 214 micro surfacing projects. At the end, this study resulted in a critical review and comprehensive understanding of the chip seal and micro surfacing program in Ohio and provided the basic data needed to determine when and where such preventive maintenance treatments are appropriate form the standpoint of both economics and performance. Based on the results obtained, the following conclusions are made: 1. Chip seals are cost effective treatments. They provide maximum benefits when applied on pavements whose Pavement Condition Rating is in the range 66 to 80. Under such conditions, chip seals can extend the service life of pavements up to seven years. 2. Micro surfacing treatments on general system (2-lane state routes) are reasonably effective. The best range of prior PCR for their installation is 61 to 70. Life of micro surfacing treatments on general system is nine years. 3. Micro surfacing treatments on priority system (4-lane or more) are marginally effective. The best range of prior PCR for their installation is 61 to 70. Micro surfacing on priority system can extend the service life of treated pavements by eight years.

Evaluation was performed through field monitoring a large number of crack sealed and control sections. Field monitoring included collection of performance data for over five year period after crack sealing. The data collected was used to address the following specific issues: Do existing crack sealing practices within ODOT enhance pavement performance? What is the optimum timing of the treatment? Does crack sealing extend pavement life? Is crack sealing a cost effective treatment? The analysis revel that crack sealed pavements, in general, performed better than the control sections on a 5-year cycle. Regardless of pavement type, aggregate type used in the surface layer, and the prior pavement condition crack sealing always results in performance gain. Maximum performance gain can be achieved by treating pavements with Pavement Condition Rating ranging from 66 to 80. The performance prediction models indicate crack sealing treatment can extend the service life of pavements by up to 3.6 years. The cost analysis using a common metric such as the Net Present Value illustrates that crack sealing, as a maintenance strategy, is economically viable for pavements in the prior PCR range of 66-70. From a practical point of view, it is hereby recommended that ODOT develops a policy to allow crack sealing as a strategy for pavement preventive maintenance for all pavements in the prior PCR range of 66 to 80.
