Book excerpt: Japan’s decision to attack the United States in 1941 is widely regarded as irrational to the point of suicidal. How could Japan hope to survive a war with, much less defeat, an enemy possessing an invulnerable homeland and an industrial base 10 times that of Japan? The Pacific War was one that Japan was always going to lose, so how does one explain Tokyo’s decision? Did the Japanese recognize the odds against them? Did they have a concept of victory, or at least of avoiding defeat? Or did the Japanese prefer a lost war to an unacceptable peace? Dr. Jeffrey Record takes a fresh look at Japan’s decision for war, and concludes that it was dictated by Japanese pride and the threatened economic destruction of Japan by the United States. He believes that Japanese aggression in East Asia was the root cause of the Pacific War, but argues that the road to war in 1941 was built on American as well as Japanese miscalculations and that both sides suffered from cultural ignorance and racial arrogance. Record finds that the Americans underestimated the role of fear and honor in Japanese calculations and overestimated the effectiveness of economic sanctions as a deterrent to war, whereas the Japanese underestimated the cohesion and resolve of an aroused American society and overestimated their own martial prowess as a means of defeating U.S. material superiority. He believes that the failure of deterrence was mutual, and that the descent of the United States and Japan into war contains lessons of great and continuing relevance to American foreign policy and defense decision-makers.

Book excerpt: The primary thrust of the monograph is to explain the linkage of contemporary criminal street gangs (that is, the gang phenomenon or third generation gangs) to insurgency in terms f the instability it wreaks upon government and the concomitant challenge to state sovereignty. Although there are differences between gangs and insurgents regarding motives and modes of operations, this linkage infers that gang phenomena are mutated forms of urban insurgency. In these terms, these "new" nonstate actors must eventually seize political power in order to guarantee the freedom of action and the commercial environment they want. The common denominator that clearly links the gang phenomenon to insurgency is that the third generation gangs' and insurgents' ultimate objective is to depose or control the governments of targeted countries. As a consequence, the "Duck Analogy" applies. Third generation gangs look like ducks, walk like ducks, and act like ducks - a peculiar breed, but ducks nevertheless! This monograph concludes with recommendations for the United States and other countries to focus security and assistance responses at the strategic level. The intent is to help leaders achieve strategic clarity and operate more effectively in the complex politically dominated, contemporary global security arena.

A combination of budgetary pressures, new missions and emerging military roles during the past three decades has led the armed forces of democracies to rethink the training and use of reserve forces. Moreover, reservists have become central to the armed forces as part of moves towards "total" or "comprehensive" defense. Despite this, a scholarly bias towards studying regulars and conscripts means that reservists and reserve soldiers continue to receive only marginal attention. This volume fills that lacuna through a series of country studies examining how best to understand the peculiarities of reservist service. In contrast to regulars and conscripts, reservists are marked by their dual management of civilian and military careers, different family dynamics, diverse motivations and commitment to the armed forces, the material and non-material incentives they are offered, and their place in the political sphere. This volume suggests two frames to make sense of such differences: first, it looks at reservists as "transmigrants" traveling between the military and civilian worlds; and, second, it analyzes the multiple informal "contracts" and negotiations that bind them to the military. All the chapters adopt these conceptualizations, granting the volume a common focus and integrative frame. The volume will be of much interest to students of military and strategic studies, civil-military relations, sociology and International Relations.

This requires a whole new approach to warfare supported by additional skill sets, many of which are not currently readily or widely available within the military. These skills have become even more vital in the current security environment of networked global insecurities. As such, there is a need for the military not only to re-establish lost skills, but to develop new skills to enhance its ability to tackle the emerging security threats of the 21st century. One way in which such skills shortages can be addressed is by accessing existing skill sets within the civilian workforce, which can be achieved through the recruitment of reservists. Reservists have been utilized not only by the U.S. Army, but also by numerous armies around the world, including the UK, where the reliance on Reservists has increased significantly in recent years. However, recent reviews carried out by the UK Ministry of Defence (MoD) identified a range of deficiencies highlighting the need for UK Reserve Forces to be modernized so that they can be utilized in a manner that is efficient, cost effective, and sustainable. Consequently, this book explores the various types of reservist roles and deployment options, as well as factors that are both detrimental and beneficial to the recruitment, retention, and use of Reservists, highlighting areas where the UK experience is of potential relevance to the U.S. Army's future options.

Book excerpt: In Part-Time Soldiers, Andrew Lewis Chadwick offers the first in-depth historical study of the development and evolution of modern army reserve forces. In doing so, he explores how a confluence of military, political, and socioeconomic developments since the First World War has forced armies preparing for major war to increase their dependence on reservists (part-time soldiers who reinforce or augment professionals or conscripts in wartime) for critical and routine military tasks. At the same time, he shows how these developments placed tremendous stress on the industrial-era reserve policies and structures that armies continue to use today. For example, reservists training for less than thirty days a year have struggled to keep up with the increasingly high-skilled character of modern warfare, as evidenced by the poor performance of reservists in the world wars and, most recently, the ongoing Russia-Ukraine War. Chadwick primarily examines these developments in the cases of the US Army National Guard and the Israel Defense Forces (IDF) Army Reserve, given that unique geopolitical conditions have forced the United States and Israel to frequently employ reservists in combat over the past century. These cases, which Chadwick explores using archival and secondary sources, reveal how armies using two different reserve models—the former built around volunteers and the latter around discharged conscripts—have attempted to mitigate the challenge of maintaining combat-ready reservists in the era of high-tech and high-skilled warfare. By doing so, Chadwick identifies an enduring and often overlooked problem facing contemporary defense policymaking: how does one build and maintain effective army reserve forces at an affordable cost without causing undue stress on reservists’ civilian lives?

Fourthly, the potential of the Reserves is not being fully exploited; and the Reserves are not being used in the most cost-effective manner. From the editor: "71F, or "71 Foxtrot," is the AOC (area of concentration) code assigned by the U.S. Army to the specialty of Research Psychology. Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. This is the 71F advantage: applying the science of psychology to understand the human dimension, and developing programs, policies, and products to benefit the person in military operations. This book grew out of the April 2008 biennial conference of U.S. Army Research Psychologists, held in Bethesda, Maryland. As Consultant, I'd often wished for such a document to help explain to people what it is that Army Research Psychologists "do for a living." In addition to our core group of 71Fs, at the Bethesda 2008 meeting we had several brand-new members, and a number of distinguished retirees, the "grey-beards" of the 71F clan. Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities. It seemed to us especially important to do this at a time when the operational demands on the Army and the total force were reaching unprecedented levels, with no sign of easing, and with the Army in turn relying more heavily on research psychology to inform its programs for protecting the health, well being, and performance of Soldiers and their families."
