Este estudio presenta los efectos del impuesto al CO2 en el desarrollo y la operación futura de los sistemas de generación eléctrica en Chile, Costa Rica, Honduras, Nicaragua y Panamá, para el período 2030-2050.El mayor valor del estudio radica en la comparación de los efectos de los escenarios de tasas de impuesto al CO2 para cada país sobre la proyección base del sistema eléctrico. Se revisan las contribuciones determinadas a nivel nacional de cada país y se estima el efecto del impuesto sobre la capacidad instalada para el sistema eléctrico, la generación y las emisiones de GEI. Se muestra que el impuesto al carbono afecta las decisiones de inversión y operación, lo que redunda en una reducción de emisiones de GEI en todos los países.

Book excerpt: Esta asignación, denominada “Examen de instrumentos económicos para la fijación de precios al carbono”, ha sido desarrollada con el objetivo último de entregar un análisis claro y comprensivo de las principales cuestiones que deberían ser examinadas en el caso que un país eventualmente decidiera considerar la imposición de un precio al carbono en el ámbito de la economía nacional. Para esa decisión es preciso ponderar alguna de las diferentes vías para impulsar e instrumentar ese enfoque de política en el marco más amplio de la política climática de un país. En este documento se presentan algunas orientaciones sobre procedimientos para la selección preliminar, el diseño y la introducción de instrumentos de política basados en la asignación de precios al carbono en los países de América Latina y el Caribe (ALC), como un aporte a la evaluación de su conveniencia. Estas orientaciones pueden hacer parte de una reflexión en el ámbito nacional sobre la utilidad y relevancia de estos instrumentos, conforme sus circunstancias, estrategias nacionales, prioridades y orientaciones de política. Las orientaciones se presentan bajo la forma de una Guía sintética introductoria que describe la secuencia del proceso y sus principales instancias. Para ello, se delinean las principales consideraciones y decisiones relativas al diseño de los atributos clave de un programa para la aplicación de estos instrumentos y a las diferentes opciones existentes para la asignación de precios al carbono, con un énfasis especial en aquéllos correspondientes al establecimiento de impuestos al carbono y, alternativamente, a la introducción de mecanismos de comercio de derechos de emisión. La Guía reseña las razones que pudieran justificar la introducción de esos instrumentos y explora las cuestiones relativas a su diseño, su eventual aplicación y los impactos socioeconómicos esperados que entraña, para cada caso, la utilización de los diversos instrumentos alternativos que están dirigidos a la asignación de precios al carbono.También se examinan los aspectos concernientes a la redistribución de los ingresos generados al aplicar los instrumentos económicos y los diversos criterios para darle destino a esos fondos.

In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity.
