Book excerpt: "Las Unidades de Manejo para la Conservación de la Vida Silvestre (UMA) constituyen un instrumento de conservación de la política ambiental en México, sin embargo, a la fecha se desconoce su eficacia como tal, ya que se carece de evaluaciones y de información sistematizada. Por lo tanto, el presente trabajo tuvo como objetivo evaluar efectividad de las UMA como instrumento para conservar cobertura primaria en el Noreste de México a través del análisis de los cambios en la cobertura y uso de suelo durante cuatro periodos de tiempo. Se elaboró una base de datos geográfica con 598 polígonos de UMA registradas entre 1993 y 2007 y se crearon áreas circundantes de un kilómetro alrededor de cada unidad. Se homologaron en 15 las categorías de cobertura y uso de suelo en la cartografía disponible y se calcularon las tasas de cambio para los periodos 1993-2000; 2000-2007; 2007-2012 y 2012-2030 a nivel regional, UMA y su respectiva área circundante para los procesos de degradación y transformación de la cobertura natural. Los resultados muestran una tendencia a disminuir la pérdida de cobertura natural en el proceso de transformación y a aumentar la recuperación de la cobertura primaria en el proceso de degradación. Se evaluó la efectividad de cada UMA comparando su tasa de cambio con la tasa de cambio de su respectiva área circundante, encontrando que sólo entre el 44 y el 51% de las UMA presentaron un grado de efectividad para conservar la cobertura primaria, lo cual puede tener su origen en el desarrollo de malas prácticas de manejo, deficiencias particulares en la gestión y administración de las UMA y la falta de vigilancia y seguimiento por parte de la autoridad competente, entre otras. Por último, se realizó una proyección tendencial de cambio de cobertura y uso del suelo a través de los modelos de Markov y Autómata Celular, produciendo capas de cobertura y uso de suelo para los años 2012 y 2030 que permitieron predecir la efectividad de las UMA como instrumento de conservación a largo plazo. El presente trabajo constituye la primera evaluación cuantitativa y sistemática del desempeño de las UMA como instrumento de conservación y los resultados obtenidos pueden ayudar a mejorar la gestión y la toma de decisiones en materia de vida silvestre.
