Book excerpt: We summarize eelgrass (Zostera marina L.) restoration and mitigation project results and recommendations of transplant practitioners in the Pacific Northwest since 1990. Our purpose is to provide current information for programs considering eelgrass restoration by providing a synthesis of what practitioners and researchers have learned through experimentation and monitoring of discrete projects throughout western Washington and British Columbia. Reports, papers, personal communications, and a workshop were used to gather data on these projects. Our general null hypothesis is that eelgrass can be restored to match natural eelgrass meadows in terms of structure and function. We conclude that, under favorable site conditions, and if the reason for the initial loss of eelgrass is understood and corrected, that eelgrass can be restored. However, eelgrass restoration science is hampered by knowledge gaps, reducing restoration success. For example, mechanisms for recent eelgrass loss in the region are not obvious, which suggests that the scientific understanding of eelgrass biology and ecosystem conditions is inadequate to support environmental management actions in our region. To improve restoration project success in the Pacific Northwest requires further research knowledge gaps, closely evaluating the performance of restoration projects, and disseminating information for use by future generations. Workshop participants identified an immediate need to construct a clearinghouse of eelgrass restoration and monitoring results that provides summaries and data from eelgrass enhancement efforts. Furthermore, we found that it was difficult to summarize the relative performance of the more than 30 projects reviewed because of variations in goals, project size, planting methods employed, performance criteria, duration of monitoring, intensity of monitoring, and data interpretation. Hence, we recommend that standard monitoring protocols be developed and results from .these methods be reported through the clearinghouse and periodic meetings.

The study focuses on the Joe Leary meadow site in Padilla Bay, Washington, aiming to (1) determine the spatial distribution of perennial and annual Z. marina, (2) understand variation in flowering shoot density and potential seed production, and (3) compare the phenology of flowering shoots. These objectives were investigated using field-based methods to collect presence/absence transect data for delineation, quadrat-based count data, and monitor seed development. Data collection occurred in the summer throughout the flowering life stage of eelgrass in the site. The study found spatial and temporal variation in the distribution, density, and phenology of flowering perennial and annual populations. Delineation methods revealed that annuals have a similar range in the intertidal as perennials, with differences highlighted in response to potential stress indicators such as proximity to the slough, algal mats, or elevation. Quadrat-based monitoring found annual shoots in the transect higher in the intertidal, above the perennial population. Phenology data indicated that perennial shoots flower about a month prior to annual shoots. While the study advises against using perennial flowering shoots for restoration due to low densities, it emphasizes Joe Leary's potential as a donor site for flowering annuals for seed-based restoration. Careful considerations are crucial to avoid unintended introductions of non-native species. Book excerpt: Gulf Coast communities and natural resources suffered extensive direct and indirect damage as a result of the largest accidental oil spill in US history, referred to as the Deepwater Horizon (DWH) oil spill. Notably, natural resources affected by this major spill include wetlands, coastal beaches and barrier islands, coastal and marine wildlife, seagrass beds, oyster reefs, commercial fisheries, deep benthos, and coral reefs, among other habitats and species. Losses include an estimated 20% reduction in commercial fishery landings across the Gulf of Mexico and damage to as much as 1,100 linear miles of coastal salt marsh wetlands. This historic spill is being followed by a restoration effort unparalleled in complexity and magnitude in U.S. history. Legal settlements in the wake of DWH led to the establishment of a set of programs tasked with administering and supporting DWH-related restoration in the Gulf of Mexico. In order to ensure that restoration goals are met and money is well spent, restoration monitoring and evaluation should be an integral part of those programs. However, evaluations of past restoration efforts have shown that monitoring is often inadequate or even absent. Effective Monitoring to Evaluate Ecological Restoration in the Gulf of Mexico identifies best practices for monitoring and evaluating restoration activities to improve the performance of restoration programs and increase the effectiveness and longevity of restoration projects. This report provides general guidance for restoration monitoring, assessment, and synthesis that can be applied to most ecological restoration supported by these major programs given their similarities in restoration goals. It also offers specific guidance for a subset of habitats and taxa to be restored in the Gulf including oyster reefs, tidal wetlands, and seagrass habitats, as well as a variety of birds, sea turtles, and marine mammals.
